Job Description

We seek to employ an HROD and Administration Manager to provide strategic leadership to the Country Programme’s Human Resource and Organization development (HR& OD) processes. The HROD and Administration Manager is a member of the Country Management Team of ActionAid Zimbabwe reporting to the Country Director. Working with the Country Director, the management team and staff to drive the organisational change agenda, and the accomplishment of AAZ’s mission and vision and assure its responsiveness and accountability to its diverse constituents. This role will extend to external interactions with key stakeholders such as ActionAid International Global Secretariat (HR and Operations, Security and Safeguarding)

Duties and Responsibilities

The Key Responsibilities:
• Offer strategic leadership and expert advice on HR & OD aspects within the organization, as part of
the Country Management Team,
• Develop, implement, interpret and revise as necessary HR/OD policies, procedures and systems; be
involved and support in the development of country programme strategies; initiate, catalyse and
manage desired organizational learning, change and transformation processes,
• Initiate and facilitate organizational value and culture bundling processes,
• Lead periodic HR and OD strategy, policies, system and procedures reviews,
• Lead the implementation of institution wide Performance Management including facilitating staff
performance review and management processes,
• Develop and implement human resource plans and forecasts aligned to country strategy, plans and
priorities,
• Lead the employee resourcing, recruitment, selection, and induction processes; develop and lead the
human resource development strategies and initiatives of the organization,
• Lead the strategic and annual plan and budgeting processes for HR and OD programmes and
functions,
• Play vital role in the joint team leadership of the country program’s overall engagements.

Qualifications and Experience

REQUIREMENTS:
• The ideal candidate will have a degree in Human Resources or Social Sciences and a minimum of 5 years’ experience in human resource and operations management with 2 years at Senior Management level. A post graduate qualification such as MBA/MSc in Human Resource Management/Development or Management or Public Administration will be an added advantage.
KEY COMPETENCIES
• Demonstrated understanding of Zimbabwe’s legal and operational framework in relation to Human Resources, such as the latest Labour Act,
• Proven ability to keep track of changes in the HR space as well as Organizational Development aspects that enhance effectiveness,
• Knowledge of Strategic Human Resource Management, OD techniques and interventions,
• Demonstrate an understanding of the Organisation’s priorities and goals and effectively analyses
complex problems personal qualities of sense of judgment,
• Knowledge of procurement process and systems,
• Expresses ideas clearly and concisely; disseminates information about decisions and plans,
• Staff responsiveness, value and teamwork oriented,
• Proven report writing skill are essential; be fluent in both spoken and written English,
• Strong ability and willingness to learn,
• Experience working in the NGO context.
