HOUSE PARENT – CHILD PROTECTION
ABOUT SIMUKAI CHILD PROTECTION PROGRAMME
Simukai Child Protection Programme is a Zimbabwean registered PVO (27/12) which was established to serve children in a holistic and inclusive manner based on the Eco-systemic child rights approach. The Organization empowers children, young people and communities to address various child-safeguarding issues, enhance their sustainable livelihoods, take anticipatory actions to natural and man-made hazards as well as sustainable environmental management. This is executed through advocacy, partnerships, inclusive and innovative service delivery. Simukai seeks to recruit the following staff “House Parent”.

POSITION SUMMARY
Reporting to the Project Officer, the House Parent will be responsible for providing child-centered case management and protection services for Children in Street Situations (CiSS). This pivotal role manages the full reintegration pathway: from outreach and identification, through stabilization and rehabilitation, to safe family tracing, reunification, and sustainable reintegration. The position is central to strengthening family capacities and ensuring a trauma-informed environment for some of the most vulnerable children in Mutare.
Duties and Responsibilities
KEY RESPONSIBILITIES
• Conduct targeted day and night street outreach visits across key hotspot areas in Mutare District.
• Lead targeted street outreach, identification, and mapping of CiSS in Mutare hotspot areas.
• Assist in conducting immediate needs assessments and deliver trauma-informed care and Psychological First Aid (PFA).
• Manage comprehensive case management and Individual Development, Tracing, and Reintegration (IDTR) processes for children at the Place of Safety (POS) and on the streets.
• Aid in family tracing, home visits, safety assessments, and prepare children and families for reunification.
• Assist in a tiered, trauma-informed Mental Health and Psychosocial Support (MHPSS) program at the POS and within communities, including counselling and life skills activities.
• Work intensively with caregivers to strengthen family capacities through training and livelihood linkages.
• Assist in mobilizing and mentor Community Childcare Workers and Child Protection Committees to strengthen community-level child protection systems.
• Assist in facilitating safe referrals into the Place of Safety in collaboration with Social Workers and DSD probation officers.
• Implement structured daily routines, age-appropriate chores, and recreational activities.
• Monitor household supplies, distribute non-food items, and report maintenance issues within 24 hours.
• Assist in maintaining detailed, confidential case files using the National Case Management System (NCMS).
Qualifications and Experience
QUALIFICATIONS AND REQUIREMENTS
• A Bachelor’s degree in Social Work, Development Studies, Sociology, or Social Sciences. (A post-graduate qualification in social work, child protection, or a related field is an added advantage).
• Proven experience (2+ years) in direct case management, working with children in street situations, or child protection within a humanitarian/development context.
• Excellent verbal and written communication skills, high degree of professionalism, integrity, judgment, discretion, and confidentiality.
• Experience in life skills training is an added advantage.
• Proficiency in standard desktop software (MS Word, Excel, Outlook).
• Clean Class 4 driver’s license.
