Job Description

Welthungerhilfe is one of the largest German non-governmental Organisations in development co- operation and emergency relief. Primarily in co-operation with local partner Organisations, our task is to contribute to the improvement in nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.

Welthungerhilfe (WHH) and Tree of Life (ToL) is implementing a USAID funded Emergency Livelihood, WASH and Psychosocial Support Recovery project in Runyararo Chimanimani. The project is targeting relocated IDPs affected by Cyclone Idai in 2019 and now moved from camps to Runyararo in Ward 7 of Chimanimani District. It also targets host communities from both ward 6 and 7 considering the relocated IDPs were moved to an area surrounded by the two wards. The relocation affected livelihood opportunities, access to water and sanitation with on-going construction of houses affecting the availability of water resources for both communities. The intervention intends to improve household food security and livelihood, improve access to WASH services and prevent the spread of diseases by raising awareness; lastly improve social cohesion between host community and relocated IDPs by applying psychosocial support initiatives.

Duties and Responsibilities

Managing Project Implementation - Providing sound technical guidance and support to staff and project partners and stakeholders to ensure quality programming and efficiency in implementation; Developing effective networks with partners and key stakeholders; spearheading and contributing to the development of new humanitarian project proposals; Ensuring that USAID and WHH technical and administrative quality and standards are maintained during implementation in collaboration with relevant persons in Programs, MEAL, Finance and Supply Chain; Ensuring the Emergency project is in accordance with best practices and Welthungerhilfe policy; Contribute to the project’s/program’s strategic development - Develop and oversee implementation of the project strategy and an integrated program approach to further promote cohesion in activities and maximize resource utilization; Develop and manage procurement plans and support implementation of project activities; Regularly monitor project budget and ensure there are no over or under expenditures; Oversee project budget to ensure all expenditures are in compliance with WHH and USAID policies; Ensure the operationalization of a sound feedback system; Ensure data generation, data management, and data protection within the Recovery project together with the MEAL team; Maintaining regular communication with the Head of Programs and the Country Director and USAID on project planning and progress; Spearheading and contributing to the development of new humanitarian project proposals; Plan Project Implementation related project/program activities and ensure knowledge transfer - Lead the Recovery project planning process, developing project designs, including the preparation, organization and moderation of planning exercises and ensure knowledge transfer; Ensuring the Recovery project is implemented in accordance with USAID and WHH best practices in emergency interventions; Cooperate with relevant stakeholders - Act as liaison to and cooperate with other WHH projects to ensure support of complimentary activities; Take responsibility for the timely compilation and submission of quality reports as per USAID and WHH requirements and given deadlines; Coordination with the humanitarian architecture/cluster system and other humanitarian actors; Collaborate with USAID field office -based staff in planning and monitoring of the Recovery project; Developing effective networks with other development partners and key stakeholders; Security tasks - Willingness to travel to remote areas; Report all relevant security issues and information to the Security Officers and the Management; Timely disseminate security information and reports to staff, including those of COVID-19 guidelines.

Qualifications and Experience

A Master’s Degree in Agriculture/WASH/Development/Humanitarian Studies/International Relations/ Environmental Studies; Knowledge of public health engineering or Environmental Health; Minimum of 6 years’ experience in areas related to WASH programming, food and nutrition security and protection, 3 of which should be in an International NGO; familiar with USAID Rules and Regulations; Knowledge of WASH, Protection, Livelihoods and Food Security nexus programme/project management, capacity development, knowledge management, monitoring and evaluation is required; Additional training / Experience in PHHE/Health and Hygiene Education or Communication for Development (Programme Communication), an added advantage; Experience and understanding of community mobilization in relation to agriculture inputs distribution, livelihoods and resilience trainings, water and sanitation activities; Understanding of international Food Security and development and relief issues and national WASH issues; Prior USAID programme implementation experience desired; Experience with Gender, youth and protection mainstreaming into food security, WASH and protection programs; Assessment, analytical and planning skills; Diplomacy, tact and negotiating skills; Training/counterpart development skills; People management skills; Good communication skills and ability to work well in a team; Ability to work under pressure and in response to changing needs; Good command of written and spoken English; Good working knowledge of MS Office.
