POSITION: HEAD OF INSURANCE REGULATION AND SUPERVISION
The Centre invites applications from suitably qualified and experienced professionals to fill the senior leadership position responsible for establishing, developing and leading the Centre’s insurance regulatory and supervisory function and help position the Centre as a credible jurisdiction for international insurance, reinsurance and related financial services. The incumbent will develop supervisory systems, licensing standards, prudential frameworks, reporting requirements and regulatory processes appropriate for an international financial centre, while upholding financial soundness, policyholder protection, market integrity, transparency and regulatory compliance.
Responsibilities
* Establish and lead the Centre’s insurance regulatory and supervisory function.
* Lead the assessment of applications for insurance and related licences, registrations and recognition.
* Establish and implement prudential supervision and policyholder-protection standards.
* Develop and review prudential regulations, rules, directives, supervisory standards and guidance, benchmarked against relevant international practice and IAIS principles.
* Develop and apply frameworks for cross-border supervision, foreign-regulator recognition, regulatory equivalence and home-host cooperation.
* Ensure supervision addresses AML, counter-terrorist financing, beneficial ownership, customer due diligence, suspicious transaction reporting, sanctions and related requirements.
* Coordinate with IPEC, the Reserve Bank of Zimbabwe, the Financial Intelligence Unit, ZIDA, SECZIM and foreign regulators.
* Lead supervisory intervention, remediation, investigation and enforcement.
Qualifications and Experience
* Bachelor’s degree in Insurance, Actuarial Science, Finance, Economics, Accounting, Risk Management, Law, Business Administration or another relevant discipline from a recognised institution.
* At least 10 years of relevant professional experience in insurance, insurance regulation, prudential supervision, reinsurance, actuarial services, financial services regulation or a closely related field.
* At least 5 years of experience at senior management or senior technical level.
* Demonstrable technical knowledge of insurance regulation, prudential supervision, insurance operations, risk management or actuarial principles.
* Postgraduate qualification and recognised professional qualification in insurance, actuarial science, accounting, risk management or financial services will be an added advantage.
* Experience in developing or implementing regulatory frameworks, policies, standards or supervisory methodologies.
* Experience engaging Boards, senior executives, regulators and other high-level stakeholders.
