Job Description

CNFA is a US-based non-profit nongovernmental organization (NGO) that works to stimulate economic growth and improve rural livelihoods in the developing world through five core capabilities: (1) Productivity, Food Security and Nutrition; (2) Input Supply and Farm Services; (3) Economic Resilience and Rapid Recovery; (4) Value Chain Development; and (5) Volunteer Technical Assistance. Amalima Loko is a USAID-funded 5-year program implemented by CNFA and 5 partner organizations which applies community-driven approaches to improve food security, nutrition, and natural resource management in over 80 communal wards in Matabeleland North.

Position Summary:

CNFA is seeking qualified applicants with previous donor grants experience (preferably in USG-funded programs) to serve as Grants Manager. S/he will provide administrative and technical guidance on the design/implementation of grant activities, guidelines, and regulations for Amalima Loko’s Innovation Fund. The fund is one strategy to address lack of access to finance to start or scale up a business. Amalima Loko will identify active stakeholders to scale up local enterprises in or serving five districts of Matabeleland North (Binga, Hwagne, Lupane, Nkayi, and Tsholotsho). Priority will be given to enterprises led by or serving women, with environmental or food security benefits, and that engage youth.

Duties and Responsibilities

Responsibilities:

Reporting to the Chief of Party, the Grants Manager will be responsible for the following:

Oversee the development and implementation of all grant activities under the Amalima Loko project under the guidance of the Chief of Party and the support of the CNFA HQ;
Work with members of the Amalima Loko technical team to draft and launch grant solicitations;
Provide advisory assistance to grant applicants when preparing and submitting applications;
Facilitate the evaluation of grant submissions for technical and budget soundness and compliance with donor regulations, recommending award actions;
Coordinate the issuance of awards and maintain grant documentation through the development and upkeep of a grants database;
Prepare scheduled and special reports, studies and analyses regarding the Amalima Loko’s grants program;
Ensure that grantees submit milestones and/or progress reports within the agreed time schedule;
Conduct preliminary and grantee site visits to ensure compliance with USAID and CNFA rules and regulations;
Close out all successfully completed grants in accordance to the project’s grants manual;
Train new Amalima Loko employees about grant processes and regulations;
Supervise any new members hired for the grants team and assign tasks based on needs of the program; and
Coordinate with technical, finance, procurement, and other teams in the development and implementation of grant activities.

Qualifications and Experience

Qualifications:

Bachelor’s degree in management, financial analysis or accounting desirable; Master’s degree preferred;
At least five years’ experience with sub-grants management; minimum of three years working in international development;
Solid understanding of USAID/USG regulations and procedures pertaining to grants management, and ability to interpret and explain USAID/USG regulations; and
Strong understanding of 2 CFR 200, ADS 302 and 303;

Knowledge, Skills and Abilities Requirement:

Demonstrated ability to perform complex tasks and to prioritize multiple projects;
Ability to analyse cost proposals and prepare reports and recommendations on whether or not applicants should be funded;
Ability to analyse budget line items for compliance with budget guidelines;
Proven records maintenance and database management skills; and
Understanding of cost-share and/or leveraging preferred.
Languages

Fluency in spoken and written English is required. Knowledge of a local language is preferred.
