About
The Government of Zimbabwe has received funding for the Zimbabwe Health Sector Development Support Project from the Global Financing Facility through the World Bank administered Health Sector Development Support Project Additional Financing V. The objective of the project is to improve coverage and quality of an integrated package of RMNCAH-N services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. CORDAID is the Project Implementing Entity.
The project will expand the RBF package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the Rural RBF programme, the project will support central hospitals and provincial hospitals through quality focused RBF, pilot extended supply side of community RBF through community based health workers, scale up the pilot urban RBF to additional remaining facilities in the two urban cities i.e. Harare and Bulawayo and provide TA in assessing the feasibility of introducing health equity card given fiscal context and available resources. The project will also support the Government’s COVID emergency response and further strengthen institutional capacity through implementation of selected health financing reforms.

Duties and Responsibilities

Position Summary
The purpose of the Governance and Accountability Specialist is to support the PIE and MoHCC in delivering services and initiatives to fulfil Governance, Accountability, Risk and Compliance requirements for the Project.
Job description
Provide technical assistance and capacity building support related to good governance; Develop and deploy sound and transparent management systems, including strategy development, technical analysis, stakeholder consultation and advocacy, addressing opportunities for fraud and corruption in procurement operations of goods and services; Contribute to technical reports and brief, in accordance with the most current version of the HSDSP AF-V Governance and Accountability Action Plan; Work closely with the Ministry of Health & Child Care (MoHCC) and National Pharmaceutical Company (NatPharm) to review and update the HSDSP AF-V GoZ Governance and Accountability Action Plan and submit the plan for clearance by the World Bank.
Coordinate and monitor implementation of the Governance and Accountability Action Plan; Participate in relevant coordination platforms including the COVID-19 Coordination Forum/Meeting and respective pillar meetings; Provide governance and accountability expertise to enhance project assistance related to, for example, legal reforms, procedural reforms, identifying corruption vulnerabilities in government agencies, coordinating across government agencies, and involving the participation of civil society.
Facilitating enquiries and initiatives and coordinating MoHCC’s responses in relation to the most current grievance redressal mechanisms, Social and Environmental safeguards, Infection Prevention and Control, communication strategy etc; Coordinating projects that relate to Governance, Risk and Compliance activities; Participate in the design and implementation of technical support activities related to governance, management, and policy to assist the MoHCC; Through on the job training and mentoring, build the capacity of MoHCC departments to effectively plan, manage, and oversee essential governance and management functions - this may include improving and streamlining priority systems such as procurement, budgeting, financial audits, etc.
Foster a culture of data demand, transparency, access, and use; Work with MoHCC and relevant partners to strengthen ministry departments to be able to sustain capacity building programs and assist MoHCC to introduce reforms in response to emerging needs; Stay abreast of key developments in (health) governance, policy and regulation in Zimbabwe and abroad in order to inform technical support activities; Strengthen governance and accountability initiatives at all levels and improve community engagement in selected provinces and districts; Supervise short-term local consultants and subcontractors assigned to health governance and management activities; Represent the project in the health governance and management areas in Zimbabwe and with others in the professional community; Contribute to preparation and implementation of governance related sections of the Health Sector Investment Case (HSIC).

Qualifications and Experience

Qualifications
A Master’s degree in public administration, finance, law, or any other relevant/equivalent qualification; At least eight (8) years of experience in a comparable position of which at least half in an international governance context – and qualifications; Capabilities to communicate, negotiate, analyze, plan and present relevant reports on governance and accountability; Excellent interpersonal skills; Focuses on impact and results and responds positively to feedback; Demonstrates openness to change and ability to manage complexities; Oral and written communication skills; Demonstrates ability to maintain the highest standard of governance, accountability, and personal integrity.
