General Manager – Information Communication and Technology (E3)

Summary of Duties: Provide strategic leadership in the planning, development, implementation and management of ICT systems, digital transformation initiatives, GIS and infrastructure services; lead development and enhancement of the Integrated Land Information Management System (ILIMS) and other digital platforms; develop, review and enforce ICT policies, standards and governance frameworks; oversee security, integrity, accessibility and confidentiality of the Commission's land information and databases; direct planning, acquisition, maintenance and modernisation of ICT systems; provide strategic oversight of ICT projects and programmes including budgeting, implementation and reporting; prepare and manage the ICT budget; lead ICT risk management, cybersecurity, business continuity and disaster recovery; promote research, innovation and adoption of emerging technologies; supervise, mentor and develop ICT personnel; oversee ICT infrastructure, networks, hardware, software and enterprise systems; and any other related duties assigned by the supervisor.
Required Qualifications, Experience and Attributes: Bachelor's Degree in Business Management and Information Technology, Computer Engineering, Computer Science, or Information Systems. A relevant postgraduate qualification (MBA, MSc in Information Systems, ICT Management or equivalent Master's) is a must; a PhD in ICT is an added advantage; additional certifications in Cyber Security, CISM and CISSP are an added advantage. Minimum five (5) years' relevant experience as Manager or Deputy Director. Technical skills: strong understanding of Integrated Land Information Management Systems (ILIMS), database management, GIS data management, service delivery and operational efficiency; ICT strategic planning and governance frameworks; database design, administration and data management; information security management. Key competencies: high integrity, strategic leadership and vision, digital transformation and innovation, project and programme management, ICT governance and policy development, decision-making and problem-solving, and confidentiality in handling sensitive land data.
