Action Contre la Faim (ACF) is a registered charity, founded in 1979. Action Contre la Faim operates in 24 countries. The international network of Action Contre la Faim is represented in Paris, London, Madrid, New York and Montreal. Teams in the field combat hunger on four fronts: nutrition, food security, health, water and sanitation. The incumbent is responsible for guaranteeing the quality, relevance and scaling of Food Security Livelihoods (FSL) strategy and interventions at the mission, in conformity with ACF and international standards and national policies and in line with the Mission’s localization agenda. This will be guided by the mission’s strategy as well as the strategy and positioning of the FSL technical department
Duties and Responsibilities
Position summary
The Head of FSL Department is responsible for the production and the quality of the mission sectoral strategy in line with ACF international and national frameworks; monitoring the implementation of the FSL mission strategy, its revision and its cost effectiveness; contributing to the technical and operational advocacy strategies of the mission, the region and headquarters (in line with the advocacy objectives defined in the ACF reference documentation); Supporting the local partners in the production of the food security and livelihoods proposals for action in his/her area Producing, in a timely fashion, quality reports of programme activities for both internal and external circulation, these to include critical analysis Working alongside the local authorities and in liaison with other professions, to define integrated approaches and an appropriate strategy of intervention Contributing to the preparation of new projects (text and budget) in liaison with other departments and partners; Monitoring the ACF budget and the programme targets met by ACF, and make any necessary adjustments Formulating, financing and implementing the feasibility study of FSL projects (public health, technical, socio- economic, cultural and environmental aspects; Contributing to the search for funding bodies for his/her sector and ensuring that there is an exchange of technical information with the funding bodies identified; Producing the FSL sections of project proposals in accordance with the formats and deadlines of funding bodies; Timely validation of the FSL parts of internal reports and reports to funding agencies, as well as amendments to projects, with contributions by the teams; Liaising with Logistics, Finance, Compliance and HR as needed to ensure the timely and effective implementation of the FSL component of projects; Ensuring that systems of monitoring and evaluation are in place and that their results are integrated to guarantee the improvement of the projects; Ensuring that the narrative sections in the technical parts of reports to funding agencies are written up correctly by Program Managers, validating them and ensuring their coherence. The technical conformity of programs with international rules, orientations and technical standards, and the ACF framework documents and technical works using the “Do No Harm” approach and implementing it or recommending its implementation to decision-makers in the projects Representing ACF in sectoral coordination at national and sub-national levels (sectoral and/or cluster) and with the technical authorities. The ACF contribution to the various action plans in the FSL sector (Consolidated Appeal Process, Flash Appeal, Inter-Agency Contingency Plan, etc) Promotion of sectoral partnerships (civil society, NGOs, authorities, private sector.) and the enhancement of their capacities. Forming close relationships with the coordination forums, participating in coordination meetings and passing information both upwards and downwards
Qualifications and Experience
Qualifications
Master’s Degree in Economics, Agriculture, Public Health, International Development, or related field Bachelor degree in any area related to Livelihoods, Economic Development, Agriculture, Livestock, or Social Sciences. Strong understanding of FSL systems, established Livelihoods practices, Minimum Economic Recovery Standards; Three to five years of technical expertise in the areas of Food Security, Economic development or Livelihoods; At least 7 years of solid management and leadership experience and a track record of success in designing, implementing, managing and monitoring FSL programming in different humanitarian settings; Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc; Experience with start-up and expansion of new programmes, preferably livelihood, food security or cash-based interventions; Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity; Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress; Experience in Monitoring and Evaluation (M&E) techniques and a good grasp of project cycle management, and knowledge of participatory methods, data collection methodologies, including and experience in analysis of livelihoods data; Knowledge and experience of cash/voucher systems, of Early Warning Early Action projects, of social behavior change communication around FSL, health and nutrition; Sound judgment, ability to extract, interpret, analyse and format data and resolve operational problem, ability to work with minimum supervision; Good networking skills and experience in working and maintaining good relationships with partner organizations, line ministries and donors.
