Financial Management and Operations Director: Musasa

Musasa is a national NGO that was established in 1988 and focuses on Violence Against Women (VAW). Musasa mainly focuses on direct support to survivors of gender-based violence, public education and awareness raising on Violence Against Women as well as the nexus between GBV and HIV. Musasa is inviting applications for the Financial Management and Operations Director for an anticipated USAID/PEPFAR DREAMS project in Zimbabwe. The focus of the project will be to prevent new HIV infections among Adolescent Girls and Young Women (AGYW) using the Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS) approach. This position is contingent upon USAID funding and approval.
Person Specification
Reporting to the Chief of Party (COP), the Financial Management and Operations Director will be responsible for the overall accounting, finance and administration components of the program. S/he will ensure financial reporting is in accordance with USAID contractual requirements and will oversee program procurement activities. S/he will oversee the effective and appropriate use of financial resources of the project, and develop effective mechanisms to monitor the expenditures and liquidations of the project.

Duties and Responsibilities

Job Description
The incumbent will have the following responsibilities: Working with the COP on management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance with donor requirements; Design, develop and adapt financial policies, guidelines and criteria for the management of project finances and sub-grants in accordance with standards and donor regulations; Provide technical assistance to staff and grantees on administrative policies and procedures for finance and grants management, including advising sub-grantees on financial accounting, reporting, procurement, and other compliance practices associated with the program; Work closely with USAID/PEPFAR to ensure compliance and to promote cost efficiency and compliance with all rules and regulations; Ensure proper financial documentation and reporting, establish and provide direction and management of project funds; Managing the project budget, tracking spending and preparing financial reports for submission to USAID; Supervise finance, administrative, and other staff engaged in the project.

Qualifications and Experience

Knowledge, Skills and Abilities
At least 10 years of experience working as a finance and administration manager; Familiarity with managing programs that are donor funded. Extensive financial and administration experience working with non-governmental organizations; A master’s degree or higher in accounting, finance, commerce or related field.
