CeSHHAR Zimbabwe is an organisation that specialises in population health research and programming, including on sexual and reproductive health and HIV/AIDS. CeSHHAR has an extensive national, regional, and international academic and community partnership network. CeSHHAR has a diverse range of funders which include the Wellcome Trust, the Gates Foundation, UK Medical Research Council, Templeton World Charity Foundation, Global Fund for AIDS TB and Malaria, UNICEF and UNFPA. We partner very closely with the Liverpool School of Tropical Medicine (UK). CeSHHAR is implementing a National Key Population programme on behalf of National AIDS Council and Ministry of Health and Child Care in all 10 provinces in Zimbabwe.
The job exists to ensure accurate financial recording, compliance, and reporting to support the effective financial management of CeSHHAR Zimbabwe. The Finance Officer is responsible for capturing accounting data, managing accounts payable (AP) and accounts receivable (AR), processing payroll, executing payments, conducting financial reconciliations, tracking budgets, and ensuring donor compliance. Additionally, the role involves financial analysis, process improvements, and maintaining adherence to internal controls and statutory regulations, ensuring efficient and transparent financial operations. Incumbent will be responsible for the following tasks:
• Prepare accurate and timely financial reports in compliance with donor, organizational, and regulatory requirements.
• Record financial transactions in the accounting system, ensuring accuracy, completeness, and adherence to financial policies.
• Process and manage accounts payable by verifying invoices, ensuring proper approvals, and maintaining vendor relationships to support timely payments.
• Process and manage accounts receivable by tracking outstanding balances, following up on payments, and reconciling customer accounts.
• Execute payment processing for staff advances, reimbursements, suppliers, and statutory obligations while ensuring accuracy and adherence to financial controls.
• Administer payroll by processing salaries, statutory deductions, and benefits while ensuring compliance with labor laws and organizational policies.
• Conduct financial reconciliations, including bank, ledger, and cash reconciliations, to ensure accuracy and completeness of financial records.
• Perform fuel stocks reconciliations by verifying fuel usage, tracking variances, and ensuring proper documentation to prevent loss and fraud.
• Track and analyze budgets, monitor expenditures, and conduct variance analysis to provide management with insights for informed decision-making.
• Review financial documents to verify completeness, accuracy, and adherence to policies before approvals and processing.
• Ensure supporting documentation compliance by verifying that all financial transactions are backed by sufficient and accurate evidence.
• Enforce internal control compliance by implementing and monitoring financial policies and procedures to minimize risks and enhance accountability.
• Engage with internal and external stakeholders, including auditors, donors, and regulatory bodies, to provide financial data and support audit processes.
• Identify and implement process improvements and innovative financial management practices to enhance efficiency, accuracy, and effectiveness of financial operations.
• Bachelor of Accounting Degree and studying towards a professional qualification. At least 5 years’ experience in a similar role preferably in an NGO organisation.
• Membership with any Accounting professional body will be an added advantage.
• The incumbent must also possess the following essential knowledge and skills: - Sound and up to date knowledge of accounting concepts, financial reporting standards and donor rules and regulations.
• Proficient in computer skills such as Microsoft Excel and have experience preparation of donor reports. Possession of good interpersonal communication skills and must have good planning and problem-solving skills.
