Job Description

The Finance and Operations Director (FOD) serves as a senior leader for the USAID-funded TASQC (Target, Accelerated, Sustained Quality Care for HIV epidemic control) project. The Finance and Operations Director is responsible for the overall accounting, finance, and administration components of the program, including subrecipients. S/he will ensure financial reporting is in accordance with USAID requirements and will oversee program procurement activities. In this position, the FOD is responsible for leading the establishment of project policies, systems, and processes for all aspects of program accounting, finance, and administration. The FOD develops the project financial plan/budget and monitoring and reporting systems that meet USAID requirements. S/he will implement fraud mitigation and detection practices to ensure resources for the award are free from waste and abuse. The FOD supports subrecipients for TASQC and other projects, and oversees the capacity building, knowledge transfer, and best practices sharing to ensure a seamless and well-coordinated financial management practice across the partner organizations.

Duties and Responsibilities

Key Responsibilities

•Develop, review, recommend updates to, and maintain policies and procedures relating to financial and operations management in alignment to grant agreements, USAID and other donor rules and regulations

•Develop, adopt, implement, and maintain systems, frameworks, and templates to guide the preparation of cost proposals for new programs that are aligned to technical proposals/ program descriptions and compliant with funders’ rules and regulations in liaison with the other directors and sub-grantees

•Develop, adopt, implement, and maintain systems, frameworks, and templates to guide the preparation of annual budgets that are aligned to annual work-plans and compliant with funders’ rules and regulations in liaison with subrecipients and senior management.

•Lead the setup, customization, and maintenance of the electronic and manual financial management processes (chart of accounts, document flow, document stewardship, filling, retrieval, and disposal process)

•Lead the preparation of advance cash requests to donors, based on program projections, and oversee the correct and accurate treatment of donor income, including disbursements for internal implementation

•Oversee organizational expenditures/payments processes to ensure correct, accurate, timely and compliant treatment of all expenses/payments

•Lead the month-end closure activities and ensure all month-end outputs are timely and correctly documented to inform accurate reporting

•Lead the tracking and control of expenditures within donor approved obligations and budgets through BVA meetings for the organization and make recommendations for timely corrective action

•Lead activities to identify, manage, and monitor fraud and corruption risks within the organization

•Oversee organizational tax preparation, filing and reporting to ZIMRA and USAID/other donors as guided by relevant grant agreements

•Develop, review, recommend and implement policies that pertain to transport management, procurement and logistics, and administration to ensure efficiency and effectiveness of operations and compliance with USAID rules and regulations

•Take overall responsibility and accountability for timely procurement of resources required for program implementation, in line with procurement policies and procedures

•Oversee the training of staff on accounting, finance and administration related hardware and software to support efficient and effective operational management of resources

•Management of all organizational assets in line with organizational policy and USAID/donor rules and regulation

•Develop templates for operations reporting and provide timely and accurate reports on all operations management processes to support efficient and evidence-based decision making by senior management.

•Conduct review, approval, and verification of the work performed by all managers within the department in line with policies, procedures and donor rules and regulations

•Build the capacity of internal stakeholders to implement policies and procedures that pertain to finance and operations management to ensure relevant donor rules and regulations are adhered to.

•Develop, review, and implement financial and operations management skills assessment frameworks to guide identification of skills gaps amongst senior management and program staff

Qualifications and Experience

Person Specification

•Bachelors’ Degree in Accounting AND Full Professional Qualification in Accounting such as CIS, ACCA, CIMA, CA

•Master’s degree or higher in accounting, finance, commerce, or related field.

•At least 10 years of working experience in finance and operations, of which the most recent five years must have been at manager level or above.

•Familiarity with managing programs that are donor funded (especially with those that are USAID funded).

•Extensive financial and operations experience working with non-governmental organizations.

•Familiarity with USAID finance, operations and administration regulations, policies, and practices is an added advantage.

•Proficiency in Microsoft Office suite, and finance and accounting software packages.
