Project Summary
The 5-year USAID funded Mhuri / Imuli program’s goal in Zimbabwe is to improve maternal, youth and child health and survival in beneficiary communities and populations. The geographic focus is the seven districts of Manicaland Province, focusing on activities to increase the demand and supply of integrated, quality MNCH-FP services as well delivery of family planning services through outreach in all 10 provinces of Zimbabwe. This project will provide Technical Assistance (TA) to the MOHCC and direct service delivery for Family Planning through outreach services.
Position Summary
The FP Clinical Officer will be responsible for offering permanent (Family Planning) FP methods (tubal ligation and vasectomy) under local anaesthesia (LA) to clients identified by the provincial FP outreach teams throughout Zimbabwe. This position will involve travelling to the sites where consenting clients in need of permanent FP methods have been identified throughout Zimbabwe. S/he will provide technical leadership and guidance to the Family Planning Outreach teams in implementing the comprehensive, wide- ranged family planning services. S/he will be responsible for quality planning, implementation and monitoring the provision of permanent methods of family planning across the implementing provinces.

Provide permanent Family Planning methods to clients under local anesthesia; Ensure adequate client counselling and preparation before performing the selected procedure; Give information and advice in a manner suited to the client's needs; Shares up-to-date information and current technical data relevant to family planning services for decision-making; Ensures that high standards and quality clinical services are adhered to in line with national, organizational and donor guidelines; Performs general and specialized medical assessments of clients before the procedures to determine eligibility and ensure client safety; Efficiently carry out the bilateral tubal ligation of consenting clients in line with set pre-in- and post procedure guidelines; In collaboration with outreach teams, prepares a monthly schedule for provincial visits, while establishing strong partnerships with provincial and district hospitals teams for backup services in the event of complications arising; Monitors and ensures that basic equipment, supplies and medicines required are available to safely and successfully conduct the procedures; Represents the organization with relevant stakeholders at provincial and district levels during project implementation; Collects and analyze data to monitor progress and client satisfaction. Identifying learning needs of the teams and facilitates relevant on job training to improve team’s performance; Adheres to all health and safety procedures that protect safety of staff and all clients and actively participates in maintaining a safe working environment; Perform other duties as assigned.

Qualifications and Experience

BSc in Medicine with 3-5 years post qualification experience with 2 years clinical officer training inclusive of surgery; Degree/Diploma in Nursing and a postgraduate qualification in midwifery with 5 years post qualification related experience, 1 of which must be in a supervisory position; Certificate in Family Planning Training (Basic clinical and LARC {implants & IUCD} insertion and removal); Computer Literacy; Midwifery and Counselling training an added advantage; Familiarity with MOHCC policies, regulations, program priorities and key planning documents related to MNCH- FP areas of intervention is required; Possession of a current practising certificate.
