Job Description

The doctor/clinical officer will be responsible for offering permanent Family Planning (FP) methods (bilateral tubal ligation and vasectomy) under local anesthesia (LA) to clients identified by the provincial FP outreach teams throughout Zimbabwe. This position will involve traveling to the sites where consenting clients in need of permanent FP methods have been identified throughout Zimbabwe. S/he will provide technical leadership and guidance to the Family Planning Outreach teams in implementing the comprehensive, wide-ranged family planning services. Will be responsible for quality planning, implementation and monitoring the provision of permanent methods of family planning across the implementing provinces.

Duties and Responsibilities

Provide permanent Family Planning methods to clients under local anesthesia.

Ensure adequate client counselling and preparation before performing the selected procedure.

Give information and advice in a manner suited to the client's needs.

Share up-to-date information and current technical data relevant to family planning services for decision-making.

Ensure that high standards and quality clinical services are adhered to in line with national, organizational and donor guidelines.

Perform general and specialized medical assessments of clients before the procedures to determine eligibility and ensure client safety.

Efficiently carry out bilateral tubal ligation on consenting clients in line with set pre-, intra-, and post- procedure guidelines.

In collaboration with outreach teams, prepare a monthly schedule for provincial visits, while establishing strong partnerships with provincial and district hospitals teams for back up services in the event of complications arising.

Monitor and ensure that basic equipment, supplies and medicines required are available to safely and successfully conduct the procedures.

Represent the organization with relevant stakeholders at provincial and district levels during project implementation.

Collect and analyze data to monitor progress and client satisfaction.

Identify learning needs of the teams and facilitate relevant on-the-job training to improve team’s performance.

Adhere to all health and safety procedures that protect safety of staff and all clients and actively participate in maintaining a safe working environment.

Perform other duties as assigned.

Qualifications and Experience

Knowledge of principles related to FP service provision.

Demonstrated ability to work collaboratively with a multidisciplinary team comprising of physicians, nurses, community-based health workers and other implementing partners.

Must be willing to travel throughout Zimbabwe.

Strong communication and presentation skills, training/meeting facilitation skills a plus.

Solid relationship building and interpersonal skills.

Excellent writing, analytical and time management skills.

Excellent coordination skills, including multi-tasking and setting priorities on work assignments.

High degree of independence, flexibility, initiative and commitment.

Ability to work effectively with diverse population both internally and externally to achieve organizational goals and objectives.

Demonstrated cultural awareness and competence.

Qualifications and requirements

Bachelor of Medicine and Bachelor of Surgery Degree (MBChB) or equivalent Or Diploma in the 2-year Clinical Officer training inclusive of surgery plus Degree/Diploma in Nursing with a post-graduate qualification in Midwifery

At least 3 years post-qualification experience, 1 of which must be in a supervisory position.

Demonstrated ability to perform Bilateral Tubal Ligation (BTL) procedures under Local Anesthesia is required.

Ability to perform Vasectomies under Local Anesthesia is an added advantage.

Certificates in Family Planning Training: Basic Clinical FP and LARC (Implant & IUCD) insertion and removal.

Computer Literacy,

Counselling training an added advantage

Familiarity with MOHCC policies, regulations, program priorities and key planning documents related to MNCH-FP areas of implementation is required

Possess a current practicing certificate from :The Medical and Dental Practitioners Council of Zimbabwe (MDPCZ) for medical practitioners, Or Nurses Council of Zimbabwe for Clinical Officers.
