Job Description

FHI 360 is seeking applications for the position of Technical Advisor under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funded Meeting Targets and Maintaining Epidemic Control (EpiC) project. EpiC will be implementing a decentralized drug distribution (DDD) program in Zimbabwe starting in October, 2021. EpiC’s work will support decentralized delivery of antiretroviral therapy (ART) through the private sector and community pharmacies through the establishment of appropriate and sustainable mechanisms for referral linkages, quality control, support and monitoring. EpiC is a five-year global project funded by PEPFAR through the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance and direct service delivery (DSD) to break through barriers to UNAIDS 95-95-95 goals and promotes self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.

Duties and Responsibilities

Responsible for leading the technical strategy and implementation of DDD activities in country.

Leads the provision of TA and capacity development activities and ensures successful completion of activities in line with the approved work plan.

Provide technical and programmatic support in strengthening pharmacy systems and building pharmacists’ capacity on DDD tools and best practices in the provision of pharmaceutical care for ART, including inventory management and other related services at private and public pharmacies.

Conduct review of current electronic systems used by pharmacies in Bulawayo and provide expertise in integration of electronic data systems for stock management and patient monitoring across the public and private sector.

Work with supply chain partners to support the tracking of donor commodities to mitigate the risk of loss across service delivery points.

Work with EpiC HQ counterparts to adapt DDD training materials to the Zimbabwe context.

Represent EpiC at MOHSW and partner technical working group (TWG) meetings to orient them on DDD training materials and monitoring tools and solicit and incorporate. feedback from stakeholders and lead subsequent meetings to finalize the materials.

Conduct training of trainers to orient them on DDD training materials.

Support the training/orientation (virtual + in-person) for both public health facility staff and private pharmacy staff on DDD.

Oversee and monitor the performance of any sub-partners engaged to support the demand creation and roll out of trainings and new systems to pharmacies.

Act as a liaison between the FHI 360 DDD project and relevant Governmental and Pharmaceutical associations.

Perform other duties as assigned.

Qualifications and Experience

A health related degree and at least 10 years relevant professional experience; MPH or MSc in Public Health or a related field will be an added advantage; Preference will be for candidates with experience in the delivery of comprehensive HIV/AIDS ART services.

Experience working in hospital and/or community pharmacy practices and familiarity with the private sector pharmaceutical market preferred.

At least two years of successful experience working with the Government of Zimbabwe at national, provincial, and/or district levels and familiarity with the Government of Zimbabwe electronic data systems.

HIV/AIDS programing experience and ability to understand the full range of issues around ART services and pharmaceutical care as it applies to HIV/AIDS; knowledge of HIV/AIDS Pharmacotherapeutics.

Knowledge of ARV supply chain systems.

Excellent interpersonal skills and a proven ability to establish and maintain interpersonal and professional relationships with USG, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.

Strong leadership, communication and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners.

Excellent written and oral communication skills.
