Job Description

The DREAMS Programme Officer supports the implementation of the DREAMS program at the district level, focusing on Young Women Selling Sex (YWSS). The DPO plays a key role in assisting the district program implementation team, facilitating stakeholder engagement, ensuring referral completion, and supporting adherence to program SOPs and donor guidelines. The DPO works closely with nurses and outreach teams at the district level, providing data management support. Additionally, the DPO is responsible for maintaining program data generated in the district and ensuring timely upward reporting as outlined in the program SOP.

Duties and Responsibilities

Overall Project Implementation:
• Support district-level implementation of the DREAMS programme targeting YWSS
• Identify and nurture strategic partnerships to support program goals and targets.
• Develop and maintain linkages with government departments and key stakeholders.
• Use project management tools to plan, review, and track progress.
• Strengthen collaborations and clinical linkages with community cadres and service delivery teams.
• Facilitate and strengthen referral pathways with DREAMS programme implementation partners and other stakeholders.
• Verify YWSS selected for Vocational skills have completed ES sessions
• Stakeholder Liaison:
• Develop and sustain strong working relationships with DREAMS partners, government departments, and other stakeholders.
• Ensure referrals and referral tracking in collaboration with DREAMS partners.
Trainings:
• Conduct quarterly skill assessments in intervention areas.
• .
• Liaise with training centers for job shadowing and internship placements for YWSS.
• Facilitate high-quality training and post-training supervision and mentorship of YWSS.
Documentation, Data Capturing, and Reporting:
• Enters data into electronic systems e.g CHIMS, DHIS 2, ODK
• Verifies entered data by reviewing, correcting, changing or deleting captured information in DHIS2 database.
• Ensures safe and secure retrieval of data at the designated site.
• Assists in data collection and data quality requirements at district level.
• Attends referral working group meetings.
• Supports in the review and checking of data generated in line with the DREAMS M&E reporting requirements.
• Prepares, sorts and checks all clients’ records for verification and making sure that accurate data is being entered on the registers and in DHIS2 database.
• Establishes entry priorities by maintaining understanding of what data needs to be entered first.
• Secures entered information by performing routine data backups as required
• Checks completed work for accuracy, consistence and completeness, liaise with supervisor for incomplete records and make any required changes as required.
• Ensures a proper filing system for both hard and soft copies
• Checks source documents against entered data to ensure data integrity at every stage.

Qualifications and Experience

• A degree in Social Sciences, Economics, Development Studies, Social Work, Agricultural Economics.
• Additional qualification in Project Management/Livelihoods/Monitoring and Evaluation/Economic Strengthening is an added advantage.
• OR a community cadre with at least 3 years’ experience in DREAMS KP program implementation, including DREAMS data entry with specific focus on YWSS, trained in Microplanning, and 2 years’ experience using microplanning tools within CeSHHAR.
