Position Summary

The District SIE Officer will provide overall support to the district covered by the program, while providing overall technical coordination of EHR in all other provinces , working closely with SIE managers and the MOHCC EHR team at head office. S/HE shall maintain a close liaison with the District Health Information Office, and the EHR coordinator. The position is responsible for improving the quality of data generated by the district and for the TASQC programme through E.HR. The DSIEO will provide overall support to the district covered by the program. The position is also responsible for improving the quality of data generated by the district and facilities as well as ensuring that data are accurately entered and reported timely onto the program database and DATIM.

Duties and Responsibilities

Key Responsibilities

•Forge enduring relationships with the District Health Executive (DHE) to ensure easy access to health facilities and health facility data, and nurture a synergistic effort in implementing SIE activities for HIV program

•Participate in strategic DHE meetings and share SIE/M&E updates, progress on data quality improvement activities and challenges that need the DHE’s attention

•Provide timely and accurate data dashboards to the DHE to support a data driven approach to resolving district level challenges affecting the HIV program

•Support the District Manager in utilizing organizational resources in line with OPHID’s policies, the grant agreement, and in compliance with the USAID rules and regulations as applicable

•Support the District Manager in using data driven site identification for HRH placement, and the recruitment, orientation, deployment and performance management of all HRH resources (OI/ART, CXCA Screen, PC, DEC, CRF etc)

•Support facilities to implement a standard records management (paper based and electronic - including flow), retention and archiving system for all facility records (registers, MRFs, tally sheets, patient care booklets, reports etc)

•Support facilities to implement routine EPMS/EHR/electronic record audits and ensure electronic records are always up to date

•Support facilities to utilize standard EPMS/EHR/electronic record reports to improve patient care (appointments, missed appointments, defaulter, viral load etc)

•Support facilities to implement data quality improvement activities

•Identify health worker capacity needs, train and mentor as necessary on the minimum package of SIE activities at facility level

•Support facilities to accurately and timely aggregate data weekly/monthly/quarterly from primary data sources and ensure that all data reported reflect the correct enumeration of individual clients served

•Timely and accurately enter all program weekly, monthly and quarterly data into OPHID (DHIS2, MS Forms, Google sheets etc) and USAID (DATIM) databases

•Perform quality checks on all data entered in OPHID (DHIS2, MS Forms, Google sheets etc) and USAID (DATIM) databases (completeness, outlier analysis, validation rule analysis etc), and correct all errors or obtain comments from programs for entry into databases justifying any abnormal data

Qualifications and Experience

Person Specification:

•A quantitative bachelor’s degree in mathematics, statistics, M&E AND a completed program in health sciences/public health/HIV programs, OR

•A bachelor’s degree in public health, health sciences, operations research AND a completed program in a quantitative area (M&E, biostatistics)

•A master’s degree in epidemiology, public health, biostatistics, M&E or similar will be an added advantage

•Minimum of three years’ experience and demonstrated practical skills in monitoring HIV and AIDS, TB, care and support programs

•Demonstrate working knowledge of quantitative data collection systems in the MoHCC, including familiarity with processes of strengthening district level M&E capacity, and data analysis using Advanced Excel, SAS, SPSS, STATA, Epi-Info, EpiData, or any other data analysis software

•Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements will be an added advantage
