SAFIRE Purpose: To facilitate Rural communities with resilient livelihoods in a sustainably managed natural environment.
Job Purpose: This job is needed to provide project coordination and supervision of the SIDA project, Climate Adaptation for Rural Livelihoods (CARL) in Buhera District as well as overall business development and marketing technical support in order to ensure viability and sustenance of community based financial services and enterprises.
Main Duties:
Lead in all aspects of the project implementation in the Buhera District as outlined in the project document and inception report.
Supervise and effectively manage the performance of CARL Project Field Officers in the assigned area.
Provide support to Project Field Officers in community involvement to conceptualize, develop, manage, monitor and evaluate Climate Change Adaptation Program activities.
Link and collaborate with partners at district level to strengthen the capacity of grass root ward level staff involved in facilitating community empowerment and capacity building.
Provide technical support in collaboration with relevant partners to improve climate resilient agricultural practices (conservation agriculture, agroforestry, beekeeping, water harvesting, nutrition gardening, seed multiplication etc.) in an integrated manner.
Promote innovative approaches to climate change adapatation e.g Community Adaptation Action Planning (CAAP); use of climate information, establishment of model Climate Resilient Villages (CRVs); Community Based Natural Resource Management (CBNRM); Community Based Disaster Risk Management (CBDRM), financial services including risk transfer mechanisms and private sector partnerships.
Support feasibility assessment to explore the market and economic viability of different rural financial models.
Designing and producing marketing, value chain and village savings & lending training materials, tools and build capacity of the Project Field officers to conduct training.
Provide support in the formation and capacity building of farmer groups and commodity associations.
Support the development of self-help groups to become vehicles for micro-enterprise and climate smart social development and promote credit linkages with larger financial institutions
Facilitate market development and linkages through promoting local markets and seed fairs as well as organizing and conducting farmer-meet-the-market tours.
Coordinate exchange visits for learning and sharing of best practices with other programs within and outside Buhera district.
Coordinate and holding of quarterly review meetings with the project stakeholders and partners including the program steering committee meetings.
Capacity building of project field officers and partners in strategic management of the CARL project.
Participate in the development of project proposals and operational plans contributing to ensuring programme quality and measurability of outputs, outcomes and impact.
Prepare and produce training material (manuals, notes) progress reports and occasional technical papers on issues related to the organisation’s work for use in effective publicity and communication.
Undertake consultancy work and any other assignments as required by management from time to time to advance organisation’s mandate.
Writes and contributes to internal reports for SAFIRE and donor reports whilst ensuring quality reporting.
Support work on accountability to beneficiaries around the design and implementation of feedback/ complaints mechanisms ensuring recommendations are taken on board by the project management team.
Promote and abide by SAFIRE and partners policies and procedures.
Supervise district project field Officers and SAFIRE employees assigned.
Represent SAFIRE at district and provincial stakeholder meetings on development interventions.
Responsible for safeguarding compliance for all employees under Project District Coordinator’s supervision.
A member of the project management team and advises the Project Management Unit on Climate Resilience activities.
Any other duties in line with the job as prescribed by supervisor.
Competence:
Knowledge:
University Degree in Agriculture/Development Studies or an equivalent qualification.
Additional qualifications in project management, report writing and social/community development will be an advantage.
At least 3 years practical experience in working with rural communities in community development/climate resilience work.
Ability to work in teams, communicate and coordinate with government departments, private sector and other development agencies at various levels.
A minimum of 5 years community development exposure at a supervisory level.
Understanding of integrated development issues and critical analysis of poverty and food insecurity.
Knowledge of development issues, trends, challenges and opportunities and implications to community development.
A valid class 4 Drivers license.
