About
Welthungerhilfe is one of the largest German Non-Governmental Organisations in development cooperation and emergency relief. Primarily in co-operation with local partner Organisations, our task is to contribute to the improvement of the nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response. Under the UNDP managed Zimbabwe Resilience Building Fund (ZRBF), Welthungerhilfe leads the Matabeleland Enhanced Livelihoods Agriculture and Nutrition Adaptation Project (MELANA), together with Community Technology Development Organisation and Agricultural Partnerships Trust. The project addresses food and nutrition security through infrastructure development, market linkages, provision of clean water, training, and development of seed systems. The project also has a strong component on developing agriculture for nutrition and health. Primarily this component is rolled out through the Linking Agriculture and Natural Resource Management towards Nutrition Security (LANN+) approach, and the target group for this approach is community health clubs and nutrition garden groups.
Position summary
The MELANA programme seeks to review the current disaster risk reduction plans with the district and then translate these plans onto an updated template. The review of the disaster risk reduction plans should involve key community members and stakeholders. Welthungerhilfe is therefore seeking a Disaster Risk Reduction and Disaster Management Consultant for the implementation of the Projects.
Disaster risk reduction and disaster management consultancy
Welthungerhilfe, together with Community Technology Development Organization and Agricultural Partnerships Trust, are implementing a programme titled, Matabeleland Enhanced Livelihoods Agriculture and Nutrition Adaptation (MELANA) under the UNDP managed Zimbabwe Resilience Building Fund ZRBF001- 2016; The programme aims to build the absorptive, adaptive and transformative capacities of households, communities and governmental institutions in Nkayi, Bubi, Umguza and Umzingwane districts in Matabeleland North and South of Zimbabwe; One of the key components of the programme is to support and capacitate communities to be able to plan for risks and hazards mitigation so that they can withstand them, hazards that are both predictable and sudden.
In the past 30 years countries globally have experienced an increased frequency of disasters / risks, and Zimbabwe hasn’t been spared; this affects the communities poverty levels, as well as food and nutrition security nationwide; The MELANA programme focuses mainly on strengthening communities’ ability to bounce back after facing shocks and stresses like droughts floods, pest and disease outbreaks, and market shocks among others; This requires communities to be able to understand their risk profile and the early warning systems; it also requires communities to have agency to react to potential hazards on time so as to avert loss of assets and lives; The districts should also have up to date disaster response plans that communities are aware of and upon which they draw information on how to respond to potential Hazards.
To enable this MELANA seeks a consultant to review the current disaster risk reduction plans with the district and then translate these plans onto an updated template; The review of the disaster risk reduction plans should involve key community members and stakeholders; The exercise should be repeated at the community level with Ward Development Committees using the ward resilience plans; The exercise at the community level should also include some focus group discussions with select wards and key informant interviews with select stakeholders to understand conditions required to improve functionality of the early warning system (the High Frequency Monitoring System); The review exercise at the community level should also include training communities on the roles and responsibilities of the Civil Protection Unit;
Expected deliverables
The Consultant will produce the following key outputs: 4 reviewed district disaster management strategies transcribed onto a revised template; 57 reviewed Ward disaster risk reduction strategies transcribed onto a revised template 3. 57 Civil Protection Units Trained in Disaster Risk Management and Training Material Shared in Vernacular; A report (endorsed by key stakeholders) with recommendations on means by which the High Frequency Monitoring System can be improved in terms of functionality; All outputs should be cognizant of the gender and social inclusion dynamics that need to be addressed for sustainably disaster risk reduction.

• Masters in Disaster Risk Management or Equivalent;
• At least 5 years’ experience at a management level in the implementation of disaster risk reduction programmes at the community level;
• Experience in training and facilitating community dialogue; Fluency in Ndebele is essential; Excellent report writing skills.
