Job Description

Zimbabwe Manpower Development Fund (ZIMDEF) was established by the Manpower Planning and Development Act [Chapter 28:02] with a broad objective of financing the development of critical and highly skilled manpower in Zimbabwe. The broad objective of ZIMDEF is to finance the development of critical and highly skilled manpower through a one percent (1%) Training Levy paid by registered companies in Zimbabwe. Applications are invited from suitably qualified and experienced persons to fill the following positions that have arisen in the Fund - an equal opportunity employer.

Director Finance And Administration

Reporting to the Chief Executive Officer, the incumbent will be responsible for the initiation and implementation of strategies for the effective mobilisation and utilization of the Fund's resources to ensure realization of shareholder business objectives and Fund's mandate.

Duties and Responsibilities

Major Accountabilities:

• Guide the financial strategic direction of the Fund and develop financial strategies in support of the business mandate and ensure implementation of the same strategies.
• Draw up financial policy for the organisation, that governs financial matters in the Fund and ensure understanding by relevant departments.
• Establish processes and procedures on financial issues that include both financials and management accounts and provide for accurate information for the shareholder to make informed decisions.
• Spearhead the Fund's budget preparation, approval, implementation, monitoring and review process.
• Ensure development of functional plans and that the Fund is adequately resourced at any given time to discharge its mandate effectively.
• Continuously assess and provide reports on the financial status of the Fund so as to provide relevant information for stakeholders to make informed decisions and advise the Chief Executive Officer on all financial aspects of the Fund.
• Propose and approve capital expenditure projects to expand the Fund's capacity or improve operations.
• Monitor adherence to laid down internal control by all departments and stakeholders so as to safeguard the organisation from any prejudiced financial loses.
• Maintenance of the Fund's assets to avoid any loses and determine the depreciation parameters to preserve shareholder value.
• Analyse key performance indicators to assess the success level of business through monitoring to what extent is the Fund is performing.
• Ensure adequate and efficient administrative processes are in place to support operations with adequate level of internal control and in compliance with corporate policies.
• Manage obligations to suppliers and demand compliance to the supplier database and processing system
• Recommend and monitor any investments to ensure the organisation attains value from its resources.
• Oversee the ICTs of the organisation and ensure that all processes are technology driven and improve on efficiencies.
• Supervise, guide, control all staff in the division to ensure maximum productivity, efficiency, discipline and compliance with policies, guidelines and procedures.

Qualifications and Experience

Qualifications, Competencies and Work Competencies

• Degree in Finance, Accounting or equivalent and post graduate qualification e.g. MBA/MBL/Strategic Management
• Corporate membership to a professional body
• At least 10 years' experience of which 5 years should be at Senior Management level
• Good leadership and interpersonal skills
• Thorough understanding of Government Policies and Procedures
