About
The Government of Zimbabwe has received funding for the Zimbabwe Health Sector Development Support Project from the Global Financing Facility through the World Bank administered Health Sector Development Support Project Additional Financing V. The objective of the project is to improve coverage and quality of an integrated package of RMNCAH-N services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. CORDAID is the Project Implementing Entity.
The project will expand the RBF package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the Rural RBF programme, the project will support central hospitals and provincial hospitals through quality focused RBF, pilot extended supply side of community RBF through community based health workers, scale up the pilot urban RBF to additional remaining facilities in the two urban cities i.e. Harare and Bulawayo and provide TA in assessing the feasibility of introducing health equity card given fiscal context and available resources. The project will also support the Government’s COVID emergency response and further strengthen institutional capacity through implementation of selected health financing reforms.
Position Summary

Duties and Responsibilities

The DHIS 2 Programmer will be the focal point for RBF systems development, maintenance and support for the RBF DHIS 2. The DHIS 2 Programmer will provide expertise in RBF DHIS 2 systems development to match the new requirements of the RBF Programme as directed by the MoHCC in consultation with partners.
Job description
The DHIS 2 Expert will provide RBF Systems technical support to the Ministry of Health and Child Care (MoHCC) and (Results Based Financing) RBF implementation partners; RBF DHIS 2 and MoHCC DHIS 2 systems support under the direction of the MoHCC’s DHIS2 team. The support will include systems analysis, development, integration and maintenance; The DHIS 2 Programmer is expected to work in an inter-disciplinary team environment within the MoHCC, Cordaid, The World Bank, other health professionals and development partners.

Qualifications and Experience

Qualifications
A Bachelor’s Degree in Information Systems Management OR Computer Science OR Computer Programming or any other related fields, with at least 3 years’ experience in the field of Public Health and/or related fields; Master’s Degree in a relevant field is an advantage; Programming experience in Java, C#, Python, PHP, Android; Programming experience in data driven applications preferably in the Health Sector; Experience in systems integration, programming using API’s, XML; Experience in administration of enterprise databases: Postgres, Oracle, MySQL, MS SQL Server; Experience in DHIS 2 installation, setup and maintenance, DHIS 2 APIs; Experience in Jasper Reports, Crystal Reports or any other reports management tools; Experience in working with and/or training of Health Information Systems or Health projects supported by databases such as DHIS 2; Experience in systems documentation.
