Position Summary

The DHIS 2 & Health Systems Programmer (DHSP) will provide the information and data infrastructure backend support to OPHID and its Implementation partners to meet TASQC`s reporting requirements. The DHSP will take full responsibility of back end development of OPHID DHIS 2, DHIS2 tracker, ODK, Cobol collect, MS Forms, Google Sheets, mobile apps and any other electronic system conceptualized to collect, aggregate and timely report on health data for program monitoring purposes. The support will include systems analysis, development, integration, and maintenance, ensuring that all systems feed into a single platform with easy to use dashboards for field teams. The DHIS 2 Programmer is expected to work in an inter-disciplinary team environment within OPHID and other health professionals and development partners.

Duties and Responsibilities

Key Accountabilities

1.DHIS2 System Management

•Perform systems analysis, design, development and maintenance of OPHID’s DHIS2 mainframe and its related systems.

•Lead the transition from the current DHIS 2 version to newer versions as they come and ensure D2D configuration with MOHCC and other linked DHIS2.

•Migrate, and update the metadata, data and reports from the current DHIS 2 to newer versions.

•Analysis of existing systems feeding into DHIS 2 and maintenance of those links to any newer versions

•Advise and recommend to the MoHCC regarding DHIS2 and its related systems including linkages to EHR.

•Conduct training of new users and refresher trainings as required

2.Applications Designs and Programming

•Design, build, test, and deliver mainframe applications for OPHID’s new field and central levels to meet internal and USAID`s requirements for daily reporting

•Plan software system upgrades and changes in configuration

•Troubleshoot any challenges reported by users and debugging problems with the applications

•Responding to any reported software problems to ensure uninterrupted availability to end users

•Identify required programming needs and source the requisite external technical support from vendors

•Training system operators and application programmers

•Automating OPHID`s operations based on requirements

•Performing installation-specific customization tasks

•Integration-testing the new products with existing applications and user procedures

•System-wide performance tuning to meet required levels of service for OPHID`s end users and partners, its donors and MOHCC.

Qualifications and Experience

Required Qualifications and Experience

•A Bachelor’s Degree in Information Systems Management OR Computer Science OR Computer Programming or any other related fields, with at least 3 years’ experience in the field of Public Health field.

•Master’s Degree in a relevant field is an advantage

•Programming experience in Java, C#, Python, PHP, Android

•Programming experience in data driven applications preferably in the Health Sector

•Experience in systems integration, programming using API’s, XML

•Experience in administration of enterprise databases: Postgres, Oracle, MySQL, MS SQL Server

•Experience in DHIS 2 installation, setup and maintenance, DHIS 2 APIs

•Experience in Jasper Reports, Crystal Reports or any other reports management tools

•Experience in working with and/or training of Health Information Systems or Health projects supported by databases such as DHIS 2

•Experience in systems documentation
