1. About TI Z
Transparency International Zimbabwe (TI Z) is a non-profit, non-partisan, systems-oriented local chapter of the international movement against corruption. Its broad mandate is to fight corruption and related vices through integrity networks in line with the Transparency International Global Strategy. TI Z believes corruption can only be sufficiently tackled by all citizens including people at the grassroots level.
2. About the call
Persistent governance challenges in contract and revenue management have eroded public trust and deprived communities of equitable development outcomes. Major public contracts particularly in natural resources, infrastructure, and social service delivery are often characterised by limited transparency, weak monitoring, and poor public disclosure. Similarly, revenue flows from extractive projects, land leases, and local economic activities are not consistently tracked or shared with communities, resulting in mismanagement, under-development, and exclusion of citizens from decisions affecting their livelihoods. Opaque contract negotiations, weak disclosure mechanisms, and inadequate revenue management have allowed corruption risks to flourish across the extractive value chain. These include discretionary awarding of mining rights, non-transparent contract amendments, illicit financial flows, and mismanagement of community development funds.
As a result, resource-rich communities often remain impoverished and excluded from the economic benefits derived from their natural wealth. Through TI Z’s continued programme, there has been a realization that citizens and local authorities have limited access to contracts, and revenue-sharing information. This lack of transparency fuels mistrust, heightens social tensions, and enables elite capture of resource revenues. At the same time, weak institutional oversight and limited technical capacity among communities and civil society hinder effective monitoring and advocacy for fair and accountable resource governance. Transparency International Zimbabwe (TI Z), as part of its commitment to strengthening integrity and accountability in resource governance, seeks the services of a consultant/s to develop a Community Tool for Transparency and Accountability in Contract and Revenue Management. This tool will empower citizens, community monitors, and local governance actors to track extractive contracts, monitor revenue flows, and demand accountability from both companies and government institutions.
3. Specific Objectives
The consultant or firm will be expected to:
a. Conduct a comprehensive situational analysis of contract and revenue transparency gaps in Zimbabwe’s extractive sector, including mapping of existing reporting mechanisms and data availability.
b. Review national and regional legal frameworks governing contract disclosure, fiscal regimes, and community revenue sharing (e.g., Mines and Minerals Act, Devolution Policy, and local authority by-laws).
c. Design a Community Transparency and Accountability Tool to track extractive contracts and revenue flows, including license awards, payments to government, and local development funds.
d. Develop community-level indicators for monitoring transparency and accountability in contract execution, royalty payments, and social investment obligations.
e. Develop simplified data collection templates and simplified information dashboards to enable communities to record and analyse contract and revenue information.

The anticipated level of effort for the entire process is 10 working days
5. Qualifications
TI Z seeks a consultant with demonstrated expertise in natural resource governance.
Interested candidates must submit the following documents/information to demonstrate their qualifications:
• Team members CVs/profiles highlighting past experience in similar projects/assignments and indicate at least three references;
• A four-page expression of interest explaining:
o why they are the most suitable to conduct the assignment
• A detailed budget explaining the associated costs for developing the toolkit.
