1. Background:
Women and Law in Southern Africa (WLSA) has conducted a comprehensive position paper analysing the Climate Change Management Bill HB 5 of 2025 in Zimbabwe, with a focus on gendered implications. The analysis identified gaps in gender responsiveness within the Bill and proposed alternative, gender-balanced clauses. The aim is to develop a Model Law incorporating these gender-sensitive clauses, which will be presented to the Parliament of Zimbabwe, particularly the Portfolio Committee on Climate Change. Gender champions will advocate for the inclusion of these clauses during the legislative debate.
2. Objectives:
a) To assist WLSA in translating the proposed gender-sensitive clauses into clear, legally sound, and appropriate legislative language.
b) To review and refine the alternative clauses, ensuring they are compliant with Zimbabwean legislative drafting standards.
c) To incorporate additional gender-sensitive provisions, if applicable, based on a legal analysis and best practices.
d) To develop a comprehensive Model Bill with the alternative clauses for presentation to the Parliament of Zimbabwe.
3. Scope of Work:
a) Review the WLSA position paper and the proposed alternative clauses.
b) Draft precise, clear, and legally enforceable language for the proposed amendments and new clauses.
c) Ensure that the language aligns with Zimbabwean legislative drafting standards and legal terminology.
d) Finalise the Model Bill with the integrated gender-sensitive clauses.
e) Facilitating and providing technical assistance to MPs on the proposed alternative clauses and amendments.
4. Deliverables:
a) Draft language for all proposed alternative clauses and amendments.
b) An annotated version of the Climate Change Management Bill, highlighting the proposed changes.
c) A brief report explaining the rationale behind the language choices and the gender-sensitive approach.
d) Talking points for MPs on the proposed alternative clauses and amendments.
5. Qualifications and Experience:
● A Degree in Law (LLB) and a Master’s Degree from reputable institutions.
● Proven expertise in legislative drafting, preferably in Zimbabwean or similar legal contexts.
● Experience in gender law, gender-sensitive legislation, or related legal fields.
● Knowledge of climate change legislation is an added advantage.
● Demonstrated ability to produce clear, concise, and legally sound legislative language.
6. Duration:
The assignment should be completed within 7 days, with key milestones including:
- inception meeting and review of existing documents, day 1-3
- drafting of alternative clauses- day 4-6
- submission of draft- day 7
