About TI Z
Transparency International Zimbabwe (TI Z) is a non-profit, non-partisan, systems-oriented local chapter of the international movement against corruption. Its broad mandate is to fight corruption and related vices through integrity networks in line with the Transparency International Global Strategy. TI Z believes corruption can only be sufficiently tackled by all citizens including people at the grassroots level.

Background to the Call
Governments and communities across the world are increasingly grappling with growing inequalities, as well as environmental and economic disruptions that threaten sustainable development and social stability. In this context, the commitment of businesses to responsible and accountable conduct is fundamental to ensuring that entrusted power and resources are exercised for the common good. However, incentives for ethical and transparent conduct within the private sector remain weak. In many cases, businesses continue to be implicated in corrupt practices-ranging from bribery and collusion to procurement fraud-hereby perpetuating inequality, distorting markets, and eroding public trust. Transparency International Zimbabwe, informed by its current strategy believe that the private sector holds immense potential to drive integrity, transparency, and responsible business conduct. The sector’s influence across value chains-from procurement to service delivery-positions it as both a potential contributor to and a crucial partner in the fight against corruption.

To address various corruption challenges in the public sector, it is imperative to strengthen integrity within both the public and private sectors. Promoting ethical business practices, transparent corporate governance, and accountability mechanisms is key to ensuring sustainable anti-corruption outcomes. In this regard, TI Z seeks to services of a consultant/s to develop the Business Integrity Toolkit designed to help private sector companies implement robust anti-corruption measures, and sound corporate governance practices. The toolkit should offer practical guidance and tools that are user-friendly, adaptable, and grounded in both national law and international standards.

Objective of the Assignment
The main objective is to design and produce a comprehensive Business Integrity Toolkit that helps the private sector to develop and implement anti-corruption policies and practices aligned with best practices, legal obligations, and ethical standards.

Duties and Responsibilities

Scope of Work

The Consultant will lead the development of the toolkit with technical input from the consultant. The toolkit will focus on key thematic areas, including but not limited to:
• Conflict of Interest- Guidance on identifying and mitigating risks of conflict of interest in procurement, hiring, and corporate decision-making.
• Internal Whistleblower Protection Mechanisms- Guidelines for setting up safe, anonymous reporting channels and policies to protect employees from retaliation.
• Anti-Corruption Regimes- Step-by-step guides for developing internal anti-corruption policies and aligning with global, regional and national frameworks.
• Beneficial Ownership Transparency- Practical steps for disclosing ownership structures, improving accountability, and preventing illicit financial flows.

Expected Deliverables
The consultant is expected to deliver an inception report; a draft toolkit and a final report that incorporates stakeholder feedback; and a presentation of the tool kit to TI Z.

Time Frame
The anticipated level of effort for the entire process is 15 working days

Qualifications and Experience

TI Z seeks a consultant with demonstrated expertise in governance/ cooperate governance or public finance management.

Interested candidates must submit the following documents/information to demonstrate their qualifications:
• Team members CVs/profiles highlighting past experience in similar projects/assignments and indicate at least three references;
• A four-page expression of interest explaining:
o why they are the most suitable to conduct the assignment
• A detailed budget explaining the associated costs for developing the toolkit.
• Valid and current Tax Clearance certificate
