Applications are invited from suitably qualified and experienced persons to fill the following vacancies which have arisen within the Zimbabwe Land Commission Secretariat.
Reporting to: Secretary
Summary of Duties: Assist the Secretary in executing the Commission mandate; spearhead formulation of policies and programmes for enhanced service delivery; coordinate periodic audits and comprehensive inspections of agricultural land, policy recommendations, research and development, and investigation of disputes on agricultural land; supervise General Managers and Provincial Heads; coordinate implementation of Commission resolutions; provide strategic and technical advice to the Secretary; lead strategic planning and institutional performance management; ensure compliance with statutory and governance requirements; coordinate preparation of annual budgets and work plans; spearhead resource mobilisation; monitor programme implementation; represent and act for the Secretary where delegated; and any other related duties assigned by the supervisor.
Required Qualifications, Experience and Attributes: Bachelor's degree in Land Administration, Natural Resources Management, Environmental Sciences, Agriculture, Rural and Urban Planning or related qualification from a recognised institution. A Master's degree in any of the above disciplines is a must, or MBA/MBL is an added advantage. Minimum ten (10) years' relevant experience in Land Management and Administration, Land Auditing, or Natural Resources Governance; at least five (5) years as Director or equivalent grade in Land Management, Land Administration, Land Governance, Resettlement or Rural Development in the public sector is a must. Deep understanding of land issues in Zimbabwe including the land reform programme, land tenure systems, land rights and land use; knowledge of GIS and digital land information systems. Leadership competencies: strategic leadership, visionary thinking, excellent communication, integrity and impartiality, high ethical standards, negotiation and mediation skills, stakeholder engagement, sound decision-making under pressure, political awareness, emotional intelligence and change management capability.
