Job Description

Save the Children is looking for Deputy Director Program Operations

Duties and Responsibilities

As a member of the Extended Senior Management Team, contribute to:
• Demonstrating behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme.
• A conducive and productive work environment in a way that promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our teams to deliver outstanding results for children and excellent customer service for our members and donors.
• Design and implementation of a coherent organizational structure that is consistent with agency practices and appropriate to programme needs.
• Provide leadership in designing multi-sector response and recovery strategies, programme plans including sectoral log frames and programme master budgets, ensuring the highest technical expertise is represented in the same, and ensuring linkages with existing programmes and strategies.
• In line with SCI Global Humanitarian Strategy, ensure maximum integration between sectors where relevant and possible as well as prioritizing response sectors for funding
• Ensure that the CO designs, updates and implements a full set of emergency preparedness actions, drawing on SC member input and resources.

• To support and enforce compliance to all Security Management Plans and specific SOPs on safety and security in a way that guarantee staff safety, property and proactivity in communications in any circumstance.
• Establish, maintain, and improve active and regular working relationships with humanitarian and development donors, host government authorities, COSACA and other partner agencies as required.
• Participating in any Donor visit to project(s) within the country office portfolio, as required.
• Carrying out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
• Ensuring the Mozambique Country Office complies with all Save the Children Quality Standards and Standard Operating Procedures.
• Ensuring that all required support is provided promptly, at scale and in line with the established rules and principles including during emergencies.
• Complying with and promote Save the Children policies and practice with respect to child protection, code of conduct, fraud and anti-bribery, health and safety, equal opportunities, PSEA, and other relevant policies and procedures.
• To manage and implement the 2019-2021 CSP (country strategic plan), with the support and participation of the Program Operations Director, DPDQ, the Regional Office team and members.
• To engage Save the Children staff, partners and other stakeholders to create real shared ownership and collaboration.
• To create an environment of continuous learning, where staff are encouraged and supported to grow and develop, and are held accountable for their commitments.
• To implement the necessary processes to measure performance against key indicators and member’s satisfaction, monitoring levels and taking corrective action to ensure ongoing, measurable improvement of the Country Office.
• To lead on preparation and deployment of Country Office programme communication, internally and externally.
• To support the Program Operations Director on promoting a culture that is inclusive and welcoming.

Oversight and Management of Provincial Programme Implementation areas:
• With support from DPO, contribute to the overall coordination of programme operations and delegated responsibility for field delivery of high-quality programming in line with the objectives of the country strategy.
• In collaboration with the DPDQ, develop and maintain Save the Children’s vision for programming, as well as effective and efficient allocation of CO resources to achieve strategic goals and commitments.
• In close coordination with the DPDQ and BDM (Business Development Manager), participate in proposal development processes and ensure that all programmes are designed in accordance with grant agreements, are executable on time, on budget and all deliverables are of high quality.
• Lead and support Provincial Programme Directors (with their budget holders) across all programmes in the development of their detailed implementation plans, procurement plans and phased budgets with appropriate and regular reviews at monthly BVA/project Review meetings to ensure activities are implemented on time and spend is up to date as per plans.
• Support the preparation of timely and high-quality progress reports, programme reports, and donor reports.
• Working with DPDQ, participate in conceptualizing and designing cost effective, innovative and high-quality programmes to serve difficult to reach children.
• Effectively manage and support budget holders for individual projects and awards under line of responsibility through the PPDs.
• To support line management to resolve any regional or country specific issues when required, serve as a neutral mediator between departments.

Qualifications and Experience

Essential
Master´s Degree in areas related to Save the Children’s work (International Development, Project Management, or relevant field required, Food Security related, and/or Education, Health, Economics)
Relevant studies and experience in Project Management cycle and community development.
Must have a minimum of 8 years of experience in program management, community development and management of diverse teams in project implementation.
Must have proven experience in conflict humanitarian emergencies (CHE).
Experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5 – 10m, preferably in insecure contexts
Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
Very good understanding of programming in conflict related locations
Excellent planner and ability to work independently, initiative, multi-tasking and strong facilitation skills in an ever changing, dynamic environment.
A good background and understanding of aspects around Safety and Security as well as Supply Chain.
Ability to work effectively in insecure environments is critical.
Excellent team builder. Ability to coach others and work in a team environment
Excellent interpersonal and communication skills including influencing, coaching and negotiation capacity.
Good risk management analysis, monitoring and control capacity to keeps track of the identified risks and to ensures the execution of risk response plans, and evaluates their effectiveness
Good understanding of operational, financial, awards and support services management processes.
Commitment and understanding of Save the Children’s aims, values and principles.
Experience of managing, building, leading and developing a team of senior staff with diverse backgrounds and expertise.
Experience of problem solving through analysis, definition of a clear way forward and ensuring buy-in.
Experience managing crisis situation requiring quick changes to priorities and rapid action to respond.
Experience in coordinating and liaising with a wide range of stakeholders for the implementation of projects.
Language, Portuguese and English working proficiency for both written and spoken ability.
Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
A high level of computer literacy (word, excel, ppt, internet programs, etc.)


Desired
Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
A good understanding of security issues in some parts of Mozambique
Ability to provide support and performance management remotely and work within a matrix management structure.
International exposure or has previous experience of working outside Mozambique.
Dynamic, innovative and creative.
