Job Description

A locally registered Not for Profit Faith Based Organization ZACH intends and seeks a Deputy Chief of Party (Community Linkages) to support an anticipated five-year USAID-funded to implement. Integrated HIV Care and Treatment Support Activity program in Manicaland and Midlands Provinces complimenting the Ministry of Health and Child Care The Deputy Chief of Party is a will contributes to the strategies for all the technical requirements of the program activities and provide technical expertise to ensure the fulfilment of project deliverables. The Deputy Chief of Party demonstrates an understanding of best practices and contributes to knowledge capture and dissemination of key learnings to key stakeholders and promotes innovation, improved methodologies, and project implementation. The DCOP actively engages with Government of Zimbabwe MOHCC, local partners, other PEPFAR partners, and development organizations and promote effective collaboration and cooperation across the Contractor teams. S/he will oversee all HIV/TB activities in facilities and communities. S/he will guide the quality of HIV/TB prevention, care and treatment provided. S/he will report directly to the COP and support the COP in providing technical direction to project implementation and ensure that the results are met. S/he will ensure strong linkages with all other project components.
The DCOP/ Director Community Linkages will support the activity’s COP in developing and implementing an overall vision and leadership for the project and the project team. S/he will serve as a full time technical lead for improving care and treatment support systems at the community level, with a particular focus on utilizing community structures and fostering community engagement and communication, which are critical elements of the activity. The DCOP reports to and provides back-up and support to the COP. S/he assists the COP in creating and maintaining good working relationships with USAID, GOZ counterparts, local organizations, and other program partners. The DCOP will assist the COP with strategic and operational planning, including work planning, and ensure project compliance with all USAID reporting and financial requirements. S/he will have the leadership qualities, capacity building and community engagement expertise and experience, management experience, interpersonal skills, and relationships to fulfil the requirements of the program description.

Duties and Responsibilities

Provides technical leadership and technical support related to strategies, approaches and provision of community-based HIV care and support services; Collaborates with national; provincial, district and site level government counterparts to strengthen clinical-community linkages; Develops and revises guidelines and tools related to the implementation of community-level case management and monitoring; Ensures that community-based HIV care and support interventions and operational research meet the relevant standards of quality; Supports community-based services and strategies to increase retention to HIV care, especially as it relates to HCT, PMTCT, ART and VMMC; Directs the development and implementation process of a company’s services involving departmental or cross-functional teams focused on the delivery of new or existing projects. Plans and directs schedules and monitors budget/spending; Monitors the project/program from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project/program on schedule and within budget constraints; Selects, develops and evaluates personnel to ensure the efficient operation of the function; Lead the operational and tactical activities for one or more programs; Develops and implements processes and procedures to achieve strategic technical goals of multiple programs; Directs and guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards; Engages in writing publications and developing proposals for new programs; Provide technical expertise with monitoring and evaluating programs and serves as primary decision maker for technical issues on project/program; Oversee the strategic direction, budgetary planning, and technical process of department to ensure business objectives are met; Identify and consult with executive management on recommendations to make better business decisions.

Qualifications and Experience

At a minimum, the DCOP must have the following qualifications: Master’s degree in public health, international development, communications or other relevant degree related to project’s outcomes; Senior project management experience with five to seven years of demonstrated successful leadership in managing large, complex, donor-funded programs within non-governmental organizations or private sector in a developing country context; Demonstrated ability to work with and build capacity of community-based organizations; Demonstrated knowledge of the Zimbabwe health context; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, community-based organizations, civil society partners, donors, and donor-funded implementers; and Demonstrated ability to communicate effectively orally and in writing; A Zimbabwean national and /or permanent residents preferred.

NOTEL All positions require individuals with the following Knowledge, skills & abilities. Demonstrated experience in working with commercial and non-governmental organizations to yield results toward common goals; Demonstrated capacity to build and maintain productive working relationships with government officials, civil society partners, donors, and donor-funded implementers; Familiarity with U.S. Government-funded programming, rules, and regulations such as FAR, AIDAR, and grants; Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation; Demonstrated excellent interpersonal skills and ability to motivate staff to be accountable for project outcomes; Demonstrated organizational skills and strong track record in meeting deliverables and deadlines and ability to provide oversight of financial and operational aspects of projects; and Experience interacting with government agencies, host‐country government partners and counterparts, and international donor agencies; Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, donors, and donor-funded implementers; Demonstrated ability to communicate effectively orally and in writing; Note individuals are subject to police clearance.
