Job Description

Background to the Consultancy
WCoZ in partnership with HIVOS has been implementing a project entitled “Strengthening Women’s Effective Participation in Leadership Positions (SWEPP) under the Women Empowered for Leadership (W4EL) which sought to increase women’s representation and effective participation of women leaders in public administration and civil society organisations. This project was necessitated by the need to continue promoting and fostering the meaningful participation of women in governance, democracy and uptake of leadership roles in civil society organisations and public administration. The SWEPP project facilitated leadership linking, learning and support “indabas” for women leaders in civil society and public administration at subnational and national level; a multi-media campaign to amplify women’s leadership consciousness for the Zimbabwean society to recognize and support women as leaders and agents of change, and convening learning, lobbying and advocacy platforms. The project also provided technical support to CSOs to develop governance instruments and mechanisms that promote full and equal participation of women in leadership positions. It is against this background that we are looking for an external consultant to conduct an end of project evaluation for the SWEPP project.

Duties and Responsibilities

Tasks under this consultancy
The consultancy will be expected to conduct an end of project evaluation for the SWEPP project working closely under the leadership of WCoZ and HIVOS.
Deliverables
The Consultancy will be responsible for the following deliverables: Conduct an evaluation process that measures relevance, efficiency, effectiveness, sustainability and visibility etc; Inception Report (which Includes work plan and methodology; Submission of the draft report to WCoZ and HIVOS for review and comments; Submission of the final report to WCoZ & HIVOS.
Purpose/objectives of the consultancy
The Consultant will be engaged to roll out the above assignment, coordinating and designing a standard format of presenting the impact of the project, challenges and recommendation for sustaining the results of the project and inform WCoZ future programming.
Duration
The detailed assignment timelines will be agreed on with the successful candidate.
Bid Format
Technical and Financial proposals not exceeding 6 pages should be submitted to WCoZ including a 3 page resume; Samples of similar work done previously should be submitted.

Qualifications and Experience

Qualifications, Experience, and a sample of work
Advanced degree in Social Science or related field with experience in monitoring and evaluation of women’s rights. A qualification in women’s rights and gender studies and monitoring and evaluation will be an added advantage; More than 5 Years’ experience in related work;
