Duties and Responsibilities

The Consultant will be expected to perform the following tasks:
Task 1: Review of relevant materials (on strategic planning and development, new methodology approach guidelines, current strategic documents of Musasa and other relevant materials) and drafting of a work plan.
Task 2: Facilitation of strategic platform workshop and adjustment of the platform. Under this task, the Consultant will prepare and facilitate a strategic platform workshop for the Musasa management team in order to review, analyze and identify the required adjustments of the platform so as to harmonize it with the new methodology and changes of the context. The Consultant will adjust socio-economic analysis, SWOT, and strategic objectives including indicators having in mind the required strategic period (2022-2027).
Task 3: Facilitation of programming workshops and writing of related segments of strategic document/s (priorities, measures, key strategic projects, indicative financial framework, compliance with strategies of higher levels and SDG framework, organizational plan). Under this task, the Consultant will prepare and facilitate strategic 1 (one) to 2 (two) programing workshops for Musasa. Based upon the inputs collected through the workshops the Consultant will write required segments of the strategic documents
Task 4: Quality assurance of strategic document. Under this task, the Consultant will ensure quality of strategic documents and its main components. The Consultant will conduct quality assurance in close cooperation with the Musasa designated officer. Quality assurance includes review of the entire document, cross-check with the prescribed strategy structure and final polishing of the document.

Qualifications and Experience

Required Skills and Experience
Academic Qualifications/Education: Master degree in public development studies, economics, political or social sciences or a related field.
Experience: Minimum 3 years of progressive experience in local development, strategic planning and/or strategy implementation primarily at local/regional level; Experience in analysis, definition and implementation of gender and development policies, strategies or programmes, particularly relevant for the local/regional level (proven through specifically listed related documents); Experience in facilitation and coaching of small groups of participants (proven through specifically listed related events).
