Action Aid Zimbabwe, under its Zimbabwe Agricultural Growth Programme (ZAGP) VALUE CHAIN ALLIANCE FOR LIVESTOCK UPGRADING AND EMPOWERMENT (VALUE) project seeks the services of a Consultant/s to develop a comprehensive policy paper to measure the cost of compliance and proffer recommendations to policy makers in government and/or parliament to influence change.

Duties and Responsibilities

Key Deliverables
The consultant(s) will be expected to: Participate in an inception meeting with the VALUE Project Pork Value Chain (PVC) team to agree on the plan of action and synchronise expectations from the assignment. During the inception meeting, the consultant should present detailing how he/she plans to undertake the assignment (methodology and presentation of work plan). In view of the Covid-19 induced lockdown, this meeting will most likely be done online; Undertake desk research into all the laws, policies and regulations applicable to the pork value chain including rural district council levies; Engage VALUE project partner members (PIB, private integrators, Pig Producers Association Zimbabwe and Livestock Meat Advisory Council) on any other constraining laws, policies and regulations affecting PVC in Zimbabwe and work being done; Develop the position paper based on the outcome of the research and any other materials that may be provided by the project and Identify key stakeholders to be targeted by the project to lobby and advocate for the desired policy and regulatory changes as spelt out in these Terms of Reference and contract.

Qualifications and Experience

Qualifications And Experience Required
The consultant or team must have the following experience and skills: Over 10 years’ experience in livestock related policy and advocacy work with a track record of successes in influencing policies over that period; Relevant educational qualifications; In-depth knowledge of laws and regulations affecting the pork value chain; Experience working with Pig Industry Board (PIB), PPAZ, Farmer Unions and Government line Ministries on policy related issues as well as NGOs, Donors (USAID, DFID, EU, and UN Agencies); Experience of working in pork value chains in Zimbabwe.

1. Context/Background
The Value Chain Alliance for Livestock Upgrading and Empowerment (VALUE) project is a European Union funded project under the Zimbabwe Agricultural Growth Programme (ZAGP). The project is being implemented by ActionAid Zimbabwe as the lead organisation in partnership with COSV and Mercy Corps together with private sector players namely Shamiso and Bradford farms in the pork value chain and Michview and Zvikomborero Farm in the goat value chain. The project was designed to contribute to the development of an inclusive and diversified agricultural sector that promotes inclusive green economic growth. ZAGP Value project is working on commercialisation of Pork Value Chain in Zimbabwe and recognises that there are several policy and regulatory bottlenecks affecting the value chain. It is in light of this that the project seeks to hire a Consultant/s to facilitate development of a comprehensive policy paper to measure the cost of compliance and proffer recommendations to policy makers in government and/or parliament to influence change. The project seeks to use the paper as an evidence-based policy tool for engagements with government to get the national policy and regulatory frameworks right for growth and development of the pork value chain.
We are therefore looking forward to a candidate who delivers the following listed deliverables:
a) Participate in an inception meeting with the VALUE Project Pork Value Chain (PVC) team to agree on the plan of action and synchronise expectations from the assignment. During the inception meeting, the consultant should present detailing how he/she plans to undertake the assignment (methodology and presentation of workplan). In view of the Covid-19 induced lockdown, this meeting will most likely be done online.
b) Undertake desk research into all the laws, policies and regulations applicable to the pork value chain including rural district council levies
c) Engage VALUE project partner members (PIB, private integrators, Pig Producers Association Zimbabwe and Livestock Meat Advisory Council) on any other constraining laws, policies and regulations affecting PVC in Zimbabwe and work being done
d) Develop the position paper based on the outcome of the research and any other materials that may be provided by the project
e) Identify key stakeholders to be targeted by the project to lobby and advocate for the desired policy and regulatory changes as spelt out in these Terms of Reference and contract.

2. Duration of Assignment
The assignment will be carried out and completed within 10 days from the date the award contract is signed by both parties.
3. Project Management Team (PMT) to monitor Consultant Work
The consortium PMT will supervise the process with AAZ as the lead. Before undertaking the assignment, an inception meeting will be held between the PVC team and the consultant to discuss the assignment in full length and agree on the plan of action.
4. Services Provided by the Client
The EC VALUE Team Leader will appoint a task force comprised of PMT members that will supervise the Consultant and facilitate the interaction and exchange of information between the Consultant and EC VALUE partners. All relevant Project documentation will be made available to the Consultant.
5. Ownership
This project is funded by EC through the EC VALUE consortia and therefore the Lead Applicant shall be the owner of the consultancy output. The Consultant will have no right of claim to the assignment or its outputs once completed. Any reports / research outputs /process documents produced as a part of this assignment shall be deemed to be in the property of AAZ and the consultant will not have any claims and will not use or reproduce the contents of the above documents without the written permission of AAZ
6. Qualification and Experience
The consultant should have the following minimum qualifications to spearhead
this initiative:
● Over 10 years’ experience in livestock related policy and advocacy work with a track record of successes in influencing policies over that period
● In-depth knowledge of laws and regulations affecting the pork value chain
● Experience working with Pig Industry Board (PIB), PPAZ, Farmer Unions and Government line Ministries on policy related issues as well as NGOs, Donors (USAID, DFID, EU, and UN Agencies)
● Relevant educational qualifications
● Final paper should be submitted within 10 days from date of engagement
● All relevant stakeholders should be consulted during the process
● Experience of working in pork value chains in Zimbabwe

7. Application process
Consultant(s) who meet the qualifications above should submit an expression of interest, which should include the following:
● A technical proposal (max 2 pages) highlighting how the consultant intends to carry out the assignment as detailed in 1 (a – e) above.
● A financial proposal indicating fees for the consultancy and VAT.
● CV of consultant(s) who will work on the assignment.
● At least contacts of three referees who can vouch for the quality of your work
