Job Description

Terms of References:
Background
In order to address the impacts of the Covid-19 pandemic, which has had far fetching effects on the country’s ability to tackle climate change and implement climate related policies and strategies, the Government of Zimbabwe through the Ministry of Environment, Climate, Tourism and Hospitality Industry with support from FBC Bank Limited applied for financial resources from the Green Climate Fund (GCF) for the Green Resilient Recovery (GRR) Readiness Support project. The proposed GCF Green Resilient Rapid Readiness Support in Zimbabwe project will have the following expected outcomes:
a) Ensure that national plans are sensitive and responsive to COVID-19 related situations and continue to enhance climate resilience and mitigation action.
b) Development of one Green Resilient Recovery Strategy to respond to COVID-19 and similar pandemics developed in line with national recovery plans.
c) Development of financial models for implementation of the priority interventions in the Green Resilient Recovery Strategy

Duties and Responsibilities


Duties
• Develop an Inception Report which will include consultant’s work schedule and methodology, including proposed resources.
• Carry out three pre-feasibility studies and produce reports for each study.
• Develop three completed Green Climate Fund concept notes based on the pre-feasibility studies.
• Carry out three validation workshops and develop workshop reports for each workshop conducted.

Qualifications and Experience

Education and Experience
• At least a Master’s Degree in Climatology, Geography, Environmental Policy and Law, Environmental Sciences, Environmental Engineering, Natural Resources Management, Economist or a related field and a minimum of 8 years’ experience working in the area relevant to Climate Change and this consultancy.
• Prior experience in drafting Green Climate Fund (GCF) Concept notes and carrying out pre-feasibility studies.
• Familiarity with the United Nations Framework Convention on Climate Change (UNFCCC), Inter-governmental Panel on Climate Change (IPCC) methodology and the 2030 Agenda for Sustainable Development and Green Climate Fund application processes.
• Sound and broadly-recognized scientific expertise on climate research.
• Fluency in English and any other local languages

How to Apply

Duration: The assignment is expected to start in July 2022 and is spread over 12 months.

vi. Curriculum Vitae (CV) including reference letters.
vii. Technical proposal with a clear methodology that the candidate expects to use
viii. A financial proposal should be submitted with proof of daily rate from previous assignment undertaken.
c) The selection will be on the basis of technical evaluation & financial offer using the following criteria:
v. Cover Letter – explaining the motivation for applying, how the qualifications and skill-set of the candidate are suitable for this position.
vi. Relevant educational qualifications of the candidate.
vii. Technical proposal and methodology to carry out the consultancy.
viii. Financial proposal.
