Purpose of Consultancy
WHO is supporting the MOHCC to develop a Health Sector M&E policy and five year plan. The purpose of this consultancy is for WHO to support the MOHCC and partners in the development of M&E policy and plan to regulate health sector M&E, and to track the implementation and performance of the National Development Strategy against stated 10 sector outcomes. The consultancy also involves the development of related supplementary documents. With the finalization of the 2021 Zimbabwe National Monitoring and Evaluation, there is need to have a separate Health Sector M&E Policy, while a separate 5 year M&E Plan is needed to track implementation and performance of the new NHS 2021-2025 in line with the NDS1.

Background
Monitoring and Evaluation (M&E) in the Ministry of Health of Health and Child Care (MoHCC) is a mandatory requirement to track implementation of health sector policies, strategies, programmes and projects and their performance against planned results. To guide Monitoring and Evaluation (M&E) in the Government of Zimbabwe ministries, departments and agencies (MDAs), the Office of the President and Cabinet developed the National M&E Policy (NMEP) in 2015 and revised it in 2020. The OPC also developed another document, the National M&E Guidelines in 2020 to operationalize the new NMEP and guide MDAs on how to conduct M&E that is compliant with Integrated Results Based Management (IRBM) system, a management tool that the Government of Zimbabwe has adopted for the implementation of its policies and programmes. The Ministry of Health and Child Care (MOHCC), together with key stakeholders including national and sub-national policy makers; community representatives and civil society, professional organizations, academia and researchers; development partners, are expected to align all these guidelines into the National Health Strategy 2021-2025 (NHS) which is still being finalized and develop a Health Sector M&E plan and policy.

Duties and Responsibilities

Scope of work and methods
The consultant will work closely with relevant MOHCC officials as well as WHO staff at all levels to support the following:

Zimbabwe National Health Sector M&E Policy in line with the requirements of the National Monitoring and Evaluation Policy (NMEP) of Zimbabwe
A National Health Sector Monitoring & Evaluation Plan for Zimbabwe for the period 2021-2025, covering the draft NHS 2021-2025, the health-related sections of the NDS1, the SDGs and other health commitments of Zimbabwe at national level. This plan will include the following;
Development of a list of Core Health Sector Indicators for Zimbabwe
An M&E Performance Framework for the Health Sector
A 5 year rolling evaluation plan for the Zimbabwe Health sector, in line with the requirements of the NMEP
Health Sector M&E Recommendation Implementation Tracking Plan template, in line with the requirements of the NMEP
All these should comply with the country’s National Monitoring and Evaluation Policy and the National Monitoring and Evaluation Guidelines, and be compliant with Integrated Results Based Management System, and the Whole of Government Performance Management System of Zimbabwe.

Qualifications and Experience

Educational Qualifications
Required: MSc in Health, Masters in Public Health or Advanced degree in Monitoring and Evaluation

Desirable: PhD in Public health, or related field

Experience
Required: 7 years’ experience in health systems monitoring and evaluation preferably most of them in Zimbabwe

Advanced training in Public Health and Community Development, Development Studies Health Records and Information System or any related Development Studies, Monitoring & Evaluation field.

Desirable: Previous experience in review of MOHCC national plans.

Functional Knowledge and Skills
Must possess excellent analytical and writing skills.
Demonstrated expertise in planning, monitoring and evaluation
Must be able to meet tight deadlines.
Strong understanding of National Development Plan, National Monitoring and Evaluation Policy, National Monitoring and Evaluation Guidelines and Integrated Results Based Management System, and the Whole of Government Performance Management System of Zimbabwe
Knowledge of the Zimbabwe Health Information System and working relationship with MOHCC
Ability to meet tight deadlines
A team player of note
Knowledge of the Zimbabwe Health Information System, and experience working with a UN agency will be an added advantage.
Organizational skills, with ability to work to and meet deadlines
Attention to detail and accuracy
Fluency in spoken and written English
Excellent computer skills (Word, Excel, PowerPoint, DHIS
Written and verbal communication skills
