Consultant (ZAGP IPVC Project): Welthungerhilfe

About
Under the 11th European fund, the European Union and Government of Zimbabwe (GOz) formed the Zimbabwe Agricultural growth program (ZAGP). Among the 6 projects is the Inclusive Poultry Value Chain Project The project is set to run for 3 years in 5 areas of Zimbabwe, Harare, Gweru, Bulawayo and Mutare.The project is being led by COSPE supported by consortium partners who are Sustainable Agricultural Trust (SAT) who will be facilitating development and private sector engagement in Harare and Mutare while Welthungerhilfe will be implementing extension and development in Bulawayo, Gweru and Masvingo. Welthungerhilfe will also provide ICT solutions and developing digital platforms to strengthen performance at every level. One of these products is the poultry extension app named Kurima Mari Poultry app (KMPA). KPMA will be a multi-functional app designed to assist and support the Poultry Producer from the perspective of Farming as a Business and equipping them with them necessary tools and information to achieve success. The app covers technical, operational, financial and marketing aspects of Poultry in Zimbabwe by providing both online and offline functionality to guide th farmer.The other development which will will be closely linked to the KMPA is the Poultry Information Management System (PIMS). PIMS is a data repository designed to monitor and measure performance of the poultry value chain. The system will be housed and managed by the Zimbabwe Poultry Association (ZPA), which already collects data on major hatcheries, commercial egg producers and abattoirs. It will be strengthened by: Digital data collection system; Operational poultry data base for storage, management and analysis of the poultry value chain data; Report generating system.

PIMS will aggregate information pertaining to production, consumption and disease prevalence from poultry value chain actors while maintaining anonymity. This data will be processed, analyzed and converted into timely reports and value chain insights that will be used to inform industry strategy and policy advocacy. This system will help the project and the Zimbabwe Poultry Association (ZPA) to track in real time the performance of the poultry sector during the project life and after the project ends. This entails tracking disease outbreaks, feed consumption, bird weight, bird and egg sales, tonnage of feed manufactured, feed sales and raw materials used. All this information will be obtained from poultry farmers and poultry input producers.

Position summary
Welthungerhilfe and the IPVC consortium partners therefore seek to engage a Consultant who will advise on the best system that can be adopted to develop an efficient information management system.

Duties and Responsibilities

The Chief will be expected to : Work with Business Analysts to identify, understand, and prioritize user information requirements ;Determine system specifications, input/output processes and working parameters to meet requirements and hardware/software compatibility; Estimate approximate data usage; Data Warehouse Development for extract transform load (ETL) and Business Intelligence activities; Present possible options for reducing data costs particularly for farmers who will upload some of the information; Create a dummy model of PIMS.

Qualifications and Experience

The Consultant must have: A minimum of 2 years of experience in creating or modelling data analysis systems Including ETL;Data Modeling; Database Design Schemas;Data Structures; Aggregation; BSc/BA in Mathematics, Information Technology or equivalent; Well versed in the use of SQL, PL/SQL, Entity-Relationship and Data Warehouse Dimensional Data Modeling and RDBMS; Experience in data analysis and development for agribusiness/animal production enterprises; Ability to interpret, model and analyse data ; Good presentation of reports and troubleshooting skills.
