Job Description

Background:
Leonard Cheshire Disability Zimbabwe (LCDZ) is a non-profit making, disability services organisation, with its national offices in Harare. The organisation envisions a society in which every person with a disability can enjoy their rights and have the opportunity to fulfil their potential. The mission is to enable persons with disabilities to improve their quality of life and to campaign for the removal of the barriers which hinder them. As an organisation, we are committed to advance disability-inclusive policy frameworks in line with the African Disability Protocol (ADP), UNCRPD, and several national commitments. This consultancy aims to assess the extent to which the Education Act and Civil Protection Act promote disability inclusion.
Objectives of the Consultancy:
• Review the Education Act and Civil Protection Act to assess alignment with disability rights standards as provided for in the African Disability Protocol and the UNCRPD.
• Identify gaps, strengths, and opportunities in relevant local legal frameworks for enhancing inclusive education and disability inclusive disaster risk reduction.
• Produce concise, evidence-based policy briefs on the 2 laws with recommendations for legal and policy reform.

Duties and Responsibilities

Scope of Work:
The consultant will:
1. Conduct a desk review of the Education Act and Civil Protection Act.
2. Analyze the Acts against:
o The African Disability Protocol
o UN Convention on the Rights of Persons with Disabilities (UNCRPD)
o National disability laws, policies, and national objectives,
with focus on provision and access to relevant and quality education and disability inclusive disaster risk reduction, response and recovery.
3. Consult with key stakeholders including OPDs, CSOs, government ministries, and communities.
4. Present a Policy review report (with findings and recommendations) to Leonard Cheshire Disability Zimbabwe
5. Draft 2 policy brief highlighting:
o Key findings
o Gaps and barriers
o Recommendations for reform and implementation
Deliverables:
• Annotated review report of both Acts with commentary on disability inclusion (access to relevant and quality education and disability inclusive disaster risk reduction, response and recovery), with recommendations.
• Stakeholder consultation summary.
• 2 Final policy briefs (2–3 pages) with actionable recommendations.
• PowerPoint presentation summarizing findings.
Duration:
30 working days from contract signing.

Qualifications and Experience

Qualifications and Experience:
• Advanced degree in Law, Public Policy, Disability Studies, or related field.
• Proven experience in legal and policy analysis, especially in disability rights.
• Familiarity with Southern African legal frameworks and disability advocacy.
• Strong writing and communication skills.

Reporting:
The consultant will report to the Project Manager and work closely with the DAPP Zimbabwe and Leonard Cheshire Disability Zimbabwe project implementation team.
