The Catalyzing Economic Development through the Informal Sector programme (CEDIS) is a four-year programme (2022 – 2026) that aims to improve incomes, working conditions and resilience to shocks and stresses of 30,000 vulnerable young women (70% aged 18-35) in the urban and surrounding rural areas of Bulawayo, Mutare and Harare, through sustainable informal and micro-enterprise livelihoods. The CEDIS programme has three main outcomes: (1) Female employees and female suppliers earn more through increased quantity of work or increased rates of pay, (2) Women led enterprises experience improved business performance, and (3) Young women and women led enterprises experience an improved business environment.
To achieve its outcomes and programme goal/objective, CEDIS program seeks to facilitate the review of the solid waste management by-laws which are being used by local authorities in the waste management sector to regulate and manage solid waste within their jurisdiction. The current solid waste management by-laws being used by the Bulawayo City Council date back to 1979, therefore they need to be reviewed and updated. The City of Bulawayo has however came up with proposed new bylaws. For the pilot phase the programme seeks to facilitate the review of the current solid waste management by-laws for the Bulawayo City Council as well as the proposed new bylaws. This would ensure that these by-laws align with current waste management practices and needs of different actors who are also part of the sector and contributing meaningfully to the management of waste in the city. Furthermore, noting that the proposed bylaws were largely produced by the local authority without input from various external stakeholders, the programme will ensure that the bylaws capture the views of the stakeholders and will thus be owned by all in the city. The process will be led by the Bulawayo City Council, Health Services Department in conjunction with the Chamber Secretary Department to ensure a comprehensive and effective review the local authority will be assisted by a qualified consultant and other key departments

2. Objectives:
The objective of the by-law review is to evaluate the current solid waste management bylaws as well as the proposed bylaws with a focus on identifying areas that require improvement or amendment. The review aims to:
a. Identify gaps within the current by-laws and proposed bylaws.
b. Evaluate the suitability and effectiveness of the proposed by-laws in addressing present-
day waste management challenges and obtaining the desired waste management outcomes.
c. Gather input from various stakeholders, including waste management professionals and
different actors in the sector including waste pickers, aggregators and recyclers.
d. Propose recommendations for updating or amending the bylaws to foster more sustainable
and efficient waste management practices.
3. Scope of Work for the Consultant:
The Consultant will be responsible for conducting a thorough review of the existing Solid Waste Management By-law of 1979 and proposing for consideration by the local authority, draft text for the new by-laws. The detailed scope of work for the consultant includes:
1) Analyzing the current by-laws and proposed bylaws. The consultant will be expected to conduct a desktop review using the existing or current by-laws and proposed bylaws. This is for assessing the content, structure, and identifying gaps and inconsistencies in waste management practices and regulations that need to be addressed in the revised by-laws.
2) Presentation of the findings from the analysis to the local authority for consideration during the agenda setting meeting.
3)Tools development. Together with the BCC the Consultant will be expected to be part of the team that will design tools to be used during the public and stakeholder consultations which includes the focus group discussion guides and key informant interviews.
4) Public consultation. This includes :a)being part of the focus group discussions with waste pickers in 15 wards in Bulawayo and being part of the stakeholder consultation meeting.

5)Analyzing findings from the public consultations
6) Recommending draft text for the revised bylaws. Developing draft text for the revised by-law based on the findings from the review and incorporating best practices and recommendations.
