Job Description

The United Nations World Food Programme (UNWFP) has partnered with Community Technology Development Organisation (CTDO) to implement the Protection and
Accountability to Affected Populations (PAAP) project in collaboration with Caritas Zimbabwe and stakeholders on Lean Season Assistance (LSA) programme in Chivi District.

The partners aim to provide effective and accountable lean season assistance to vulnerable populations. To ensure that our programs are responsive to the needs of all beneficiaries, we
intend to conduct a barrier analysis to identify and address barriers to accessing safe and meaningful assistance.

The objective of this mini barrier analysis is to:
1. Identify physical, social, cultural, and economic barriers that prevent or hinder lean season assistance project participants from accessing safe and meaningful assistance.
2. Assess the impact of these barriers on beneficiaries' ability to access assistance.
3. Provide recommendations to address and mitigate these barriers.

Duties and Responsibilities

The consultant/team will be responsible for:
 Conducting a literature review on existing research and reports related to humanitarian assistance and access to assistance.
 Developing the mini barrier analysis methodology and tools.
 Training enumerators and focus group discussion facilitators.
 Collecting and analysing data.
 Providing a comprehensive report with findings, conclusions, and recommendations.
 Draft messages to address the identified barriers.

The consultant/team will submit the following deliverables:
 A barrier analysis inception report which should be at least 5 pages.
 A comprehensive report with findings, conclusions, and recommendations which should be at most 20 pages.
 Develop informative messages to address identified barriers.
 A presentation summarizing the key findings and recommendations which will be presented to WFP and CTDO Management.

The report shall remain private and confidential it should not be shared with any third parties. This will be ensured by having the consultant to sign a data protection and confidentiality contract/ agreement.
 Raw data sets and data analysis outputs.

The mini barrier analysis is expected to be completed within 20 calendar days. The consultant/team will provide regular updates
on progress and submit the final report by 15/04/2025.

Qualifications and Experience

The consultant/team should have:
 Minimum Master’s degree in a related field
 Experience in conducting barrier analyses or similar studies.
 Strong knowledge of humanitarian assistance and development programming.
 Excellent data collection and analysis skills.
 Strong report writing and presentation skills.

The consultant must submit a combined brief technical and financial proposal.
 Consultant to include information on the company or consultant profile, clearly stating previous barrier analysis, PSEA, protection, accountability and social inclusion experience.
 Include valid tax clearance certificate.
