CONSULTANT REQUIRED
ActionAid Zimbabwe is seeking a consultant or consultancy team to conduct a comprehensive end-of-project evaluation
for the "Towards Resilient Communities with Health, Equality, and Safety for All" (TORCHES) project, which is
approaching its conclusion. The project aims to create communities where women and girls, including persons with
disabilities, are free from violence and have enhanced voices and agency. This has been achieved through personal and
community reflection on power dynamics, nurturing power, and amplifying girls' voices in schools and communities.
The project activities have been implemented in Chitungwiza, Nyanga, and Shamva. The primary task of the consultant
will be to collect and analyze end-of-project data against relevant indicators in the project's logical framework.
ROLES AND KEY DELIVERABLES
The specific outputs for the consultancy are as follows:
• Inception report and workplan, including a sampling strategy, data collection and analysis methodology for both
Tuseme and SASA methodologies.
• Training on tools and methodology for enumerators for both the Tuseme and SASA approaches.
• Data analysis of the collected data.
• Draft and final end of project assessment report of no more than 25 pages (excluding annexes), as a Word
document written in clear and concise English. Two separate reports are required: one for Tuseme and one for
SASA.
• Data Sets: Delivered to AAZ
QUALIFICATIONS AND EXPERIENCE REQUIRED
The consultant or consultancy team must possess the following qualifications and experience:
• Degree in social sciences, development studies or equivalent
• Experience in quantitative and qualitative data collection and analysis methods.
• Expertise on women’s rights and gender equality, with specific expertise on Violence Against Women and Girls
(VAWG),
• Experience in participatory research, designing and conducting evaluations.
• Experience in conducting surveys in both rural and urban set up
• Evidence of strong downward accountability mechanisms used with project stakeholders/research participants
to actively share results and learning
• Evidence of ethical and safeguarding considerations in data collection
• Excellent spoken and written command of English and Shona
SUBMISSION OF APPLICATIONS &CLOSING DATE
Consultant/consulting teams are required to submit an expression of interest of no more than 10 pages, briefly addressing
track record relevant to the assessment and the degree to which the consultant(s) meet(s) the selection criteria. If a team
of consultants is proposed, outline the anticipated roles of each team member, Technical proposal for the evaluation
study including proposed methodology and activities schedule/work plan, with timeframe, CV(s) of applicant(s),
Financial proposal (separating consultant day rates and anticipated data collection costs), Example(s) of previous similar works and at least contacts of three referees who can vouch for the quality of your previous work.
