Job Description

Welthungerhilfe is seeking a consultant to carry out a Midterm evaluation of the project with the aim to establish the achievement of the project performance indicators. The midterm evaluation is expected to provide qualitative and quantitative information on the progress made and provide guidance for improvement. Duties and Responsibilities

TERMS OF REFERENCE FOR MID-TERM EVALUATION FOR THE AGRICULTURAL BUSINESS CENTRE IN GOKWE SOUTH PROJECT

1.0 Background
Welthungerhilfe is one of the largest, privately held, non-denominational and politically independent German non-governmental organisations in the area of development co-operation and emergency relief. Primarily in co-operation with local partner organisations, it is its task to contribute to improvement in the nutritional and income basis for the poorest rural populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Currently the organisation together with its partners is having projects in 6 Provinces in Zimbabwe. Sector focus is on, WASH, Food and Nutrition security, Livelihood and when necessary Emergency response.

2.0 Project Summary
The Sustainable Inclusive Social Enterprise – The Agricultural Business Centre in Gokwe South project is funded by European Union and implemented by WHH in collaboration with EMPRETEC Zimbabwe. The main objective of the project is to Promote, in a sustainable manner, the empowerment of smallholder farmers, young women and men and their participation in inclusive local economic growth within the overall concept of decent work for all. This action targets young women and men farmers in Gokwe South who are in need of alternative income generating opportunities, skills and knowledge to identify and take advantage of economic opportunities within their agriculture-based communities. The Specific Objective of the project is to Establish an inclusive social enterprise; a professionally managed Agricultural Business Centre based in Gokwe South that will be jointly owned by the farmers, the private sector, the Rural District Council. WHH and EMPRETEC provide farmer capacity building and commercial activities aimed at increasing farmers’ income through providing business incubation, training, mentoring and financial services to young women and men. Gokwe South RDC, together with other local structures, facilitate the creation of an enabling environment for business and youth entrepreneurship.

3.0 Purpose of the assignment
The purpose of the assignment is to carry out a Midterm evaluation of the project with the aim to establish the achievement of the project performance indicators. The midterm evaluation is expected to provide qualitative and quantitative information on the progress made and provide guidance for improvement.

4.0 Objectives and Scope of the assignment
The performance areas and additional elements indicated in the tables below need to be assessed. Specific indicators will be provided to selected consultants.
Indicators areas for evaluation
Sustainable local economic development
Social enterprise services, profitability and sustainability.
Business Development
Public Private Partnerships for Local Economic Development
Rural finance for farmers and access to finance by local businesses
Ease of doing business

Additional elements to be assessed
 Social Enterprise Shareholding, technical capacity, policy, governance/institutional strengths, financial generation and management.
 Crop production and Market linkages.
 Gender dimensions in business participation.

5.0 Evaluation Criteria
The evaluation will assess, the project’s performance on outputs, services and outcomes using the OECD/DAC criteria: Relevance, Efficiency, Effectiveness, Impact and Sustainability.

6.0 Methodology
The consultant will develop the detailed methodology and sampling frame to be approved by WHH and EMPRETEC for data collection. The consultant will also develop appropriate data collection instruments around the project specific indicators and additional elements to be assessed.

7.0 Expected Deliverables
 Inception report
 Preliminary findings report
 Draft report
 Final report.
8.0 Time frame for assignment
The assignment is to be completed by 15 February 2021.

Qualifications and Experience

 Proven expertise in carrying out Social Enterprises and Entrepreneurship related evaluations.
 The consultant(s) should have the following academic qualification and experiences:
o Minimum Master’s Degree in Business, Entrepreneurship or similar subjects.
o Proven minimum 5 years experiences in undertaking similar type of evaluations.
 Knowledge and commitment to abide by the ethics and codes of conduct while working with communities.
 Proficiency in English, Shona and knowledge of Ndebele is an added advantage.
