Job Description

1. General Information
The Women and Law in Southern Africa Research and Education Trust (WLSA) is a registered Private Voluntary Organization (PVO 16/2016) established in 1989 to enhance the sustained well-being of women and girls in Southern Africa. Operating in Zimbabwe, Zambia, Botswana, Malawi, Lesotho, Swaziland (Eswatini), and Mozambique, WLSA integrates research with action by challenging laws, campaigning for changes in policies, educating women and girls about their rights, providing legal advice, and gender sensitising communities and leadership. WLSA aims to promote the effective participation of women and girls in decisions that affect their lives.

2. Background
WLSA is committed to advancing inclusive and sustainable national development. As part of our ongoing efforts to contribute meaningfully to the formulation and implementation of the National Development Strategy 2 (NDS2), we have developed a comprehensive position paper that outlines our gendered perspectives and recommendations. A key focus of this position paper is the integration of gender inclusion to ensure that development processes are equitable and beneficial for all segments of society.
The Government of Zimbabwe will introduce the NDS2 (2025-2030) as a strategic framework aimed at guiding the country’s development priorities over the coming years. The strategy emphasizes transformative growth, socio-economic development, and the promotion of inclusive policies to address various national challenges. Its successful implementation depends on comprehensive stakeholder engagement and the integration of critical themes such as gender equality.
Recognizing the importance of robust and well-informed policy advocacy, WLSA seeks to enhance the quality, clarity, and influence of our position paper through expert review and strategic strengthening. To this end, WLSA will engage a qualified consultant who possesses expertise in national development policies, gender inclusion, and strategic policy analysis. The consultant will review our existing position paper, provide technical feedback, and offer recommendations to reinforce our advocacy efforts for gender-sensitive development policies within the NDS2 framework.

Duties and Responsibilities

3. Scope of the work of the consultant
Under the supervision of the WLSA Programme Coordinator, the consultant will be expected to:

i. Conduct a comprehensive review of the current position paper on the National Development Strategy 2 (NDS2), with particular attention to the recommendations on gender inclusion.
ii. Assess the clarity, coherence, and alignment of the position paper with national development goals and gender equality principles.
iii. Develop actionable recommendations to reinforce gender inclusion and ensure that the advocacy aligns with national priorities and international best practices.

4. Deliverables
A strengthened and gendered position paper on the National Development Strategy 2 which can be submitted to the Minister of Finance, Economic Development and Investment Promotion.

Qualifications and Experience

5. Qualifications and Experience
The consultant should have:
1. A bachelor’s degree in law, Public Policy, Development Studies or Gender Studies,
2. A master’s degree or Doctorate in Gender or Public Policy.
3. At least 15 years proven experience in law, or public policy.
4. Experience in research and production of policy and practice analysis papers.
5. Familiarity with gender-sensitive language.
