Musasa is a women’s rights organization founded in 1988. The vision of the organization is to see a society in which women and girls are free from violence in all its manifestations and are able to fully participate in development at all levels.
Musasa invites qualified individual consultants or consulting firms to submit expressions of interests to conduct an Organisational Impact Assessment of its current Strategic Plan (2022-2025).
The assessment will provide an independent review of Musasa’s work over the strategic period, focusing on programme outcomes, relevance, effectiveness, sustainability and lessons to inform the next strategy cycle (2026-2030).
We are seeking experienced evaluators with a proven track record in conducting complex programme or organizational impact assessments, preferably in the fields of gender equality, gender-based violence (GBV), developmental programming and organisational learning.
The purpose of this evaluation is:
i. to provide Musasa, national stakeholders, the donors as well as a wider audience with an independent assessment of its Strategic Plan (2022 – 2025).
ii. to broaden the evidence base for the design of the next programme cycle.
The specific objectives of this Evaluation are:
i. Provide an independent assessment of the relevance, effectiveness, efficiency and sustainability of Musasa Project’s support and progress towards the expected outputs and outcomes set forth in the logical framework of the organisational programme.
ii. Provide an assessment of the role played by Musasa Project with a view to enhancing Zimbabwe’s national development strategy (NDS 1).
iii. Draw key lessons from past and current cooperation and provide a set of clear and forward-looking options leading to strategic and actionable recommendations for the next programme cycle.
The evaluation will cover all the 10 provinces and 20 districts where Musasa is implementing interventions. There are other interventions e.g. one stop centres, shelters interventions that are being implemented in specific provinces and districts and the Toll Free Hotline being implemented countrywide.
The evaluation will cover the following thematic areas of the strategic plan, (Direct services, Organizational sustainability, Prevention, Advocacy and Communication, Monitoring, Evaluation, Accountability and Learning, staff development and wellbeing). In addition, the evaluation will cover cross-cutting issues such as disability, gender, and humanitarian emergency.
The evaluation will cover interventions planned and/or implemented within the time period of the current Strategic Plan (2022 – 2025). Consulting team needs to take into account the fact that in some areas Musasa has been working for extended periods outside of this period under review when reporting the evaluation findings
The competencies, skills and experience of the evaluator should include:
● Advanced degree in Public Health, Demography or Population Studies, Statistics, Monitoring & Evaluation, and Development Studies.
● At least 5 years of demonstrable experience in conducting or managing evaluations in the field of gender, GBV programs, protection and national development.
● Extensive experience in leading complex evaluations commissioned by United Nations
organizations and/or other international organizations and NGOs.
● Demonstrated ability to apply mixed-methods research approaches including qualitative case study methods.
● In-depth knowledge of theory-based evaluation approaches and ability to apply both qualitative and quantitative data collection methods and to uphold standards for quality evaluation
● Strong analytical and report-writing skills, with the ability to translate complex data into clear, engaging narratives.
● Ability to ensure ethics and integrity of the evaluation process, including confidentiality and prevention of harm to evaluation subjects.
● Excellent analytical skills and demonstrated ability to formulate evidence-based conclusions and realistic and actionable recommendations.
● Excellent communication (written and spoken), facilitation and knowledge-sharing skills.
● Good knowledge of the national development context of Zimbabwe.
● Fluent in written and spoken English and relevant local languages.
