Position: Consultancy for End of Project Evaluation
Project title: Strengthening of children`s rights in Chimanimani district, Phase 2

Background

CELUCT is a Community-Based Organization formed in 1991 and registered as a Trust with the registrar`s office in 1996.Its mandate is to build a peaceful and healthy community. The majority of the community members largely communicate using Shona and Ndau languages however approximately 30% can still understand and speak English. CELUCT has pursued its endeavours despite being situated in a place that has suffered series of drought spells, tropical storms such as Cyclones (Idai, Japhet, Chalane, Eloise between 2019 and 2021 and cyclone Ana in January 2022), the greatest damage was caused by Cyclone Idai of March 15 in 2019. It has not been spared either from the devastating effects of the covid-19 pandemic which has since caused irregular/ inconsistent program implementation from 2020 to date. CELUCT implemented a project titled Strengthening of children`s rights in Chimanimani district A-ZWE-2019-0102 from the 1st of August 2022 to the 31st July 2025 with funding support from Bread for the World/ EED Germany. The project was implemented in collaboration with the Ministry of Education, Ministry of Labour and Social Welfare, Zimbabwe Republic Police Victim Friendly Unit, 50 schools in Chimanimani district, communities, child protection committees at school, ward and district levels as well as ward-based case management teams. The overall project developmental goal is to “Contribute to inclusive integrated child protection work in Chimanimani District.


Role Overview

We seek a qualified consultant to conduct an end-of-program evaluation of our 3 year Child Protection Program. The evaluation will assess the program’s effectiveness, impact, and sustainability, providing insights and recommendations for future programming.

Duties and Responsibilities

Evaluation scope

The evaluation is expected to assess whether the project managed to achieve the project developmental goal which is to “Contribute to inclusive integrated child protection work in Chimanimani District”. The project has 3 main objectives:
Objective 1: Chimanimani schools constitute a safe environment for children
Objective 2: Child protection cases are followed up professionally in Chimanimani district
Objective 3: Chimanimani children and youths show increased commitment to environmental and climate change issues.
Expected Outputs / Deliverables
● A detailed evaluation design and implementation plan
● Selection and compilation of tools to be used in data/ information collection
● Soft copy of the database of the primary data analysed and used in the report (both quantitative and qualitative)
● A draft report to be shared with CELUCT
● A final report outlining the key findings and recommendations.

Qualifications and Experience

Key qualifications of the evaluation team
The consultant(s) should have at least 5 years of proven experience in leading similar evaluations. The evaluator must meet the following qualifications;
a) Possess at least a Master’s Degree in e.g. development studies, social work, Monitoring & Evaluation or proven track record in the areas of child protection and environmental management.
b) Excellent analytical and report writing skills.
c) Sound knowledge of statistical and analytical soft-wares for both quantitative and qualitative data collection and analysis.
d) Excellent presentation skills

How to Apply

N.B: If consultants apply as a team, the team should be gender balanced and with varying expertise/capacities in line with evaluation assignment requirements.

Estimated duration and Level of Effort: 20 days over 6 weeks after commissioning

a) A detailed technical proposal with a clear proposed methodology
b) A financial Proposal with estimated cost of all the activities to be done during the course of the evaluation such as transport, accommodation, taxes, fees etc.
c) Detailed CV(s) with examples of similar work and at least three traceable references
d) The ability to speak Shona and English.
