Project title: Education for life
Partnered with schools, communities, authorities and stakeholders to promote equity of
access to quality schooling and education system strengthening in resource-constrained areas
of Zimbabwe. The project seeks to address the challenges faced by orphans, vulnerable and
traditionally marginalized learners and pupils with learning challenges in accessing quality
education in the selected high-density suburbs of Harare and the peri-urban settlements of
Zvimba Rural District.
Implementation areas: Mbare, Hopley, Nyabira, Mt Hampden, Stapleford, Lumanda, Kanyasa
Project period: 1 August 2022- 31 July 2025
3. Purpose of the Evaluation
The primary purpose of the evaluation is to prepare comprehensive findings, comprising of
Significant stories of change, lessons learnt and recommendations that would allow Mashambanzou
Care Trust replicate and/or upscale a similar model in the targeted districts and elsewhere.
The consultant’s work must be guided by six key criteria of evaluation:
1. To clarify the relevence of the project relevent to context, (socio-economic,environmental).
2. The body of work should focus on coherence, ascertaining if and whether the project fit
perfectly to the needs of the targeted beneficiaries and community.
3. The the evaluation should measure effectiveness of the project's achievement against the intended outcomes.
4. The evaluation must determine the extent to which the project optimized use of resource.
5. The assignment is expected to measure in broader terms the impact of the project to the intended beneficiaries, in particular vulnerable and disadvantaged learners and their respective schools.
6. The assignment must also analyze, sustainability aspect of the project, answering questions about the capacity of institutions to maintain project benefits after the life of the project.
Hence, the evaluation should look into the following aspects:
Assess the extent to which the project achieved its stated goals and objectives.
Identify strengths, weaknesses, lessons learned, and areas for improvement.
Evaluate the project's impact on the target communities, including changes in access to learning, adoption of health and hygiene practices.
MCT is seeking the expertise of a consultant or team to conduct an End of Project Evaluation, to
provide an evidenced based project impact, fostering knowledge sharing, ensuring transparency and guiding future decision-making and planning.
The scope of work includes:
a. Reviewing all important project documents, including proposals, reports, and monitoring data.
b. Conducting interviews and facilitating focus group discussions with project stakeholders, namely project staff, beneficiaries, school authorities, and any other relevant community members.
c. Assessing the effectiveness of project activities in achieving their intended outcomes and objectives.
d. Evaluating the sustainability of project interventions and their potential for enduring impact beyond the project's duration.
e. Analysing inclusivity processes towards achieving project outcomes during implementation.
f. Examining the efficiency of project implementation, focusing on resource allocation and adherence to project timelines.
Deliverables
Inception Report submitted, with data collection tools and an evaluation matrix with questions and data collection methods to be used for each evaluation question. The inception report to be discussed with and approved by MCT.
First draft of the evaluation report upon completion of fieldwork highlighting findings,conclusions, and ecommendations
Second draft incorporating findings from validations.
Prepare a comprehensive evaluation report highlighting findings, conclusions and recommendations upon completion of fieldwork.
Provide a clear and concise Significant Story of Change document
A Social Sciences Degree
A Masters Degree in the relevant field.
Additional professional qualifications an added advantage
At least 10 years’ experience conducting evaluations for national and international donor funded projects.
