Job Description

Job Title: Adolescent & Youth Health (AH) Implementation Plan: 2021 - 2025 Development Consultant
Reports to: ASRH Coordination Forum Executive Committee through the Director Family Health, Ministry of Health and Child Care

The 2012 Zimbabwe Population Census shows that the country has a young population with a third being between the ages of 10-24 years (adolescents and youth). These young people have continued to face a myriad of health challenges, such as: early pregnancy, early marriages, early child bearing, new STI incidences, sexual & gender based violence and alcohol & substance abuse. The country is currently in the final year of its second Adolescent & Youth Sexual and Reproductive Health (ASRH) strategic phase: 2016 – 2020. The country need to review implementation of the National Adolescent & Youth Sexual and Reproductive Health (ASRH) Strategy II: 2016 – 2020 to inform the development of the National Adolescent & Youth Health (AH) Implementation Plan: 2021 – 2025 for Zimbabwe. The National AH Implementation Plan will be developed through a very participatory exercise that recognizes the multisectoral nature of AH responses and adolescent & youth (10 – 24 years) participation. However, the 2021 – 2025 plan seeks to go beyond SRH, to incorporate nutrition, substance use, mental health, menstrual hygiene management & disability, among other issues. Consultancy services are therefore required for the two stage process will therefore be adopted as follows:

Duties and Responsibilities

1: An end line review of the ASRH Strategy II: 2016 – 2020
2: Development of the AH Implementation Plan: 2021 – 2025, with a Research, Monitoring and Evaluation Framework.

Both stages require a two-member team of experts in developing, reviewing and evaluating SRHR or public health strategies, policies and programmes. Previous engagements with the ASRH Strategies at various levels is a strong advantage. The two stages are distinct in terms of application and contractual agreements, hence the applications need to be separated.

Qualifications and Experience

a) A Strategy Development Consultant must possess the following qualifications and experience:
• Experienced Social Scientist with more than ten years public health and proven strategy and policy development experience;
• Strong appreciation of Adolescent & Youth Health and Rights programming at local and regional levels (including health facility, primary & secondary school, tertiary college and community based interventions);
• Previous experience in assessing and developing value for money/cost effective in public health and education interventions is necessary, samples of work must be submitted with the proposal and/or availed upon request;
• Excellent communication and evidence-based report writing skills and
• Previous experience in developing or reviewing ASRH related strategies and policies a strong added advantage.

b) The Monitoring and Evaluation Consultant must possess the following qualifications and experience:

• Experienced Social Scientist with more than seven years public health experience;
• Demonstrable experience in developing operational research, monitoring and evaluation frameworks on reproductive health, gender, education and HIV;
• Strong appreciation of Adolescent and Youth health programming and reporting requirements at local and regional levels (including health facility, primary & secondary school, tertiary college and community based interventions);
• Previous experience in evaluating in public health and education interventions is necessary, samples of work must be submitted with the proposal and/or availed upon request;
• Excellent communication and evidence-based report writing skills.

• Separate technical and financial proposals, including suggested timeframes / work plans;
• Statement of confirmation of availability for the projected timeframe in line with the expected timeframes.
