Job Description

The Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting suitably qualified persons to submit applications for the following positions that have arisen in the Authority:

Compliance Assistant
Overall Job Purpose:
This job exists to assist in the provision of assurance services regarding levels of compliance of public procuring processes.

Duties and Responsibilities

• Assessment of procurement notices to check compliance with the Public Procurement and Disposal of Public Assets Act and Regulations to ensure that there is no violation of standards or regulations
• Assessing procurement award notices to ensure compliance with the Act and Regulations
• Compile list of Procurement Entities (PE) and procurement and award notices
• Submit non-compliant notices for further remedial actions
• Consolidation of all Special Procurement Over Sight Committee cases.
• Prepare a periodic report for non-compliance by Procuring Entities by type and class of procurement
• Assist in the review of PRAZ forms and templates to enhance efficiency and effectiveness
• Assist the compliance manager by updating registers of Procuring Entities, Procurement Management Units and licence public procurement practitioners
• Assist the Compliance Manager by compiling documentation for compliance activities such as complaints received, investigations conducted and the outcomes.
• Review specific procurement processes by the accounting officer

Qualifications and Experience

Qualifications and experience:
• Must have a degree or equivalent in Procurement, Auditing, Law or Monitoring and Evaluation from a recognized tertiary institution
• CA, CISA, ACCA, CIPS, CIA, CFE or any other certification rated to risk, governance, MBE, data analytics and regulatory compliance.
• Must have a minimum of three (3) years working experience in regulatory compliance, audit and /or monitoring and evaluation of procurement processes in a reputable institution
• Experience in auditing procurement and related business processes and controls
• Working knowledge of data analysis and reporting with the ability to identify and affect appropriate risk and control mechanisms
• An innately inquisitive nature and a robust personality
• Analytical and ability to follow detailed instructions
• Excellent interpersonal skills and organizational skills
• A possessor of strong morals, ability operate and think independently and able to work under pressure
• Passion for compliance, monitoring and evaluation, and investigation work
