Job Description

Comparative Study for a Youth Participation Project:
Deadline: 19 July 2021 (COB)
Duration of assignment: 30 Days
Dates: 20 July to 18 August 2021
Reports to: Executive Director

Purpose
The purpose of this consultancy is to conduct and publish a comparative study on the status of youth participation in civic processes in Kenya, Malawi, and Zimbabwe to inform good practices from the respective countries for cross learning as well as inform proper contextualization of interventions.

Background
A consortium of three youth organizations from Kenya, Malawi, and Zimbabwe is looking for a consultant or consultants with relevant knowledge, skills, experience, and competency to conduct a comparative study on youth participation in civic processes in Kenya, Zimbabwe, and Malawi. Each consortium member will hire a consultant in their own country to carry out the assignment. This research will involve the use of mostly secondary data sources, and where possible information gathered from primary data sources. Secondary source of data that will aid this research will include desk research from various sources among which involve literature review comprising of an initial desk review of all written material on the subject and data from the relevant state and non-state agencies and independent verified research reports, surveys and publications for various years and any other information relevant to this research.

Duties and Responsibilities

Objectives
The objectives of this assignment is: To assess the level of youth participation in electoral processes, constitution amendments, governance, development and leadership in Zimbabwe; To assess awareness levels on existing citizen participation structures, their constitutional rights and responsibilities in civic processes among the youth in Zimbabwe
Roles of the consultant
The consultant is expected to: Develop a comprehensive study methodology and data collection tools that would provide credible information on youth participation in Zimbabwe; Review relevant youth policies to determine, differences, similarities, challenges, and opportunities for youth participation; Submit a draft report of the study containing findings and recommendations for review; Collaborate with the other consultants from Kenya and Malawi to synthesize the findings; Submit a final draft report of the study containing findings and recommendations for review and validation by the partnership; Submit two hard copies and one soft copy of the final JOINT study report to respective partner organizations
Scheduling
This assignment should commence on the 20th of July 2021.
Payment
FULL Payment will only be done AT THE END OF THE ASSIGNMENT

Qualifications and Experience

Consultant Technical Requirements
The organisation requires the effort to be carried out by a consultant with the following expertise: Appropriate qualification in Economics, Finance, Development, or closely related field; At least 3-5 years demonstrated knowledge and experience in conducting studies of a similar nature; Strong understanding of the youth sector and structural issues hindering meaningful youth participation in Zimbabwe; Clearly stated references for related works previously performed
