Job Description

FACT Zimbabwe is a Christian based organisation that was instituted in 1987. Since establishment, FACT Zimbabwe has been a leading national HIV and development organisation implementing various projects directly and through partnerships. The organization have since grown to become a broad-based health and development organization whilst maintaining special focus on HIV and sexual and reproductive health and rights (SRHR) and related health issues. It envisions ‘Healthy Communities and a Healthy Nation’ and has a national footprint directly and through partnerships. FACT seeks the services of staff for staff as detailed below;

1. Community Systems Strengthening Coordinator x1

The CSS Coordinator is responsible for coordination of all CSS program activities and provision of technical
guidance to partners and staff. He or she guide implementation of all program activities across all partners and
districts through development of standard operating procedures (SOPs); job aides, activity concept notes; templates
among other project management tools to ensure high quality and shared standards in the project. Key result areas
for this post are: (1) Coordination; (2) Reporting; (3) Monitoring; (4) Planning & Management; and (5) Stakeholder
engagement & networking

7. DESCRIPTION OF MAJOR ACTIVITIES

1. Coordination
1.1. Coordinates SR & SSR activities across all 21 districts under this grant.
1.2. Works with project officers of SSRs and SR field officers ensuring that all project activities are
executed and objectives and results are met
1.3. Coordinates meetings with SSRs for better program coordination, standardization, efficiency,
effectiveness and quality.
1.4. Ensures that all SSRs are adequately supported for effective and timely project implementation
including giving ongoing guidance, advice and clarity of activities and objectives.
2. Advocacy, Stakeholder engagement and networking
2.1. Lead evidence-based advocacy engagements with Ministry of Health and Child Care, Parliament,
Ministry of Finance and any other relevant government entities for improved access to HIV, SRH and
other health services by communities
2.2. Liaise with provincial & national level stakeholders and networks for increased service demand and
delivery
2.3. Attends to national & provincial level meetings and reports on project progress at such forums
2.4. Regularly updates the national manager on project progress, challenges , opportunities and threats
3. Reporting
3.1. Consolidate, validate and generate combined SR & SSR level reports for PR reporting.
3.2. Regularly updates programs manager on project progress , challenges, opportunities and threats
3.3. Develops project specific reporting frameworks and templates to capture key project deliverables in
a standardized manner across partners and reporting periods.
3.4. Provides detailed and verified reports on progress towards indicators and develops customised
dashboard to reflect on real time project progress.
4. Planning & management
4.1. Supervises and guides both SR and SSR project and field officers to ensure timely, efficient and
compliant use of grant resources.
4.2. Develops activity Concept Notes, Standard Operating Procedures (SOP), job aides and other
management templates to guide implementation and ensure standardization of processes, and activities
across districts and implementing partners
4.3. 4.4. Develops master plan for overall project implementation, monitoring and evaluation.
Ensures that project master plan is adhered to and adjusted in accordance with grant requirements
and reviews.
4.5. Conducts periodic performance appraisals for field officers working in SR designated districts
4.6. Generates overall project plans and follows up on implementation of the plans by SSRs and SR
field officers (FO)
5. Monitoring
5.1. Monitors project implementation and success
5.2. Monitors resource use if in line with grant provisions
5.3. Monitors project officers’ quality of project delivery and provide coaching, support and supervision
5.4. Budget monitoring and control including budget tracking and periodic variance analysis
6. Carries out any other duties as delegated by the superior(s)

Qualifications and Experience

PRESURE OF WORK (What sort and how often?)

8. MINIMUM HIRING STANDARDS
8.1. Education/professional qualifications
Master's Degree in Development Studies/ Social Work/ Public Health / Social science
8.2. Experience

• Knowledge of Social Accountability in health is a must
• Knowledge of Global Fund to Fight AIDS, TB and Malaria and for UNDP rules and regulations is
8.3. Other skills
Computer skills, word and excel, report writing, community engagement and support skills, exceptional report writing and data analytics skills.
