Job Description

Resilience ANCHORS supports communities around the SVC and Gonarezhou National Park (GNP) landscapes to use their natural resources, including wildlife, sustainably and viably. The Activity seeks to support the SVC and its surrounding communities in developing a shared vision, improving coordination and collaboration, and identifying potential opportunities for investment. To achieve these goals, Resilience ANCHORS seeks to engage a consultant to develop and implement four CEPs to provide benefits to the communities surrounding the SVC and to selected SCV ranches as private sector partners.

Duties and Responsibilities

Through wide stakeholder consultations, the consultant will:

1. Develop a CEP that will help the SVC ranches, other privately owned protected properties, and community-based natural resources management actors to understand the importance of reaching out to all sectors of the community as well as levels and types of engagement methods and techniques. This plan should outline the steps for effective engagement of the SVC ranches and the adjacent communities.
2. Facilitate participatory design of CEPs between the SVC ranchers, the surrounding communities, and other stakeholders.
3. Enhance dialogue and plans for coordination, benefit-sharing, and co-management of resources among the communities, SVC ranchers, and other key stakeholders.
4. Develop a plan for the implementation and institutionalization of the CEPs.
5. Provide templates and other resources to assist in determining the next steps and evaluating success.
The consultant is expected to complete the following tasks:

• Provide targeted communities with a comprehensive explanation of the principles and core values that guide the CEP.
• Detail the purpose and intended use of the community engagement strategy.
• Identify key stakeholders for semi-structured key informant interviews (KIIs): community members, traditional leaders, local leaders, Rural District Councils, elderly community members, associations, NGOs, institutions, youth, women, and other marginalized groups; SVC ranchers, safari operators, ZimParks and others.
• Design letters of consent for KIIs and seek authorization to carry out community meetings in Bikita and Chiredzi.
• Design participatory tools and a manual for data collection: Community Visioning and Pathways, Community Mapping using the Asset Based Community Development Model (ABDC), and Stakeholder Analysis (Spider Web Diagrams).
• Attend community meetings and facilitate discussions to ensure a participatory design of the CEPs.
• Provide details of investments by SVC ranchers in community development via any corporate social responsibility interventions and related programs.
• Conduct KIIs with key stakeholders.
• Record and transcribe data.
• Code and analyze data using ATLAS.Ti or similar software.
The consultant is expected to apply a participatory approach that is all-inclusive, including local communities, local traditional and administrative authorities, and all stakeholders in the targeted wards and at district, provincial and national level where necessary.

Qualifications and Experience

Ideally, the consultant will have demonstrable experience (at least 3 years) in the following areas:
1. Developing strategies and plans for community development.
2. Working closely with communities as part of international development programs.
Experience working with Bikita and Chiredzi communities and with SVC ranchers will be an added advantage.
Additionally, the consultant should:
1. Demonstrate analytical and interpersonal skills, the ability to think and act strategically, multi-task, and meet deadlines.
2. Have excellent spoken and written command of English and Shona is required.
3. Adhere to applicable regulations and contract terms and conditions.
A master’s degree in Natural Sciences, Social Sciences, Development Studies, or a related field is preferred.
Experience with resilience building projects will be seen as an advantage.
