Job Description

The Clinical Linkages Officer (CLO) will primarily be responsible for facilitating OVC access to critical clinical HIV and violence services through bidirectional referrals between the clinic and community through community linkages model.

Duties and Responsibilities

The CLO will work closely with the MOHCC local clinics, other clinical service providers and community health workers to ensure children enrolled in the program access HIV care and treatment services including diagnosis of HIV infection, treatment, adherence and viral load suppression, mental health and psychosocial support and facilitating nutritional and developmental support for HIV exposed and HIV positive children.
The position collaborates with local clinic nurses, social workers and a pool of village health workers, community child care workers in the districts. Other key responsibilities for the position are to;
• Coordinate, facilitate and support training of community health workers on strategies and models to increase diagnosis of HIV infection among children, adolescents and youth through creating awareness, supporting safe and ethical index testing, HIV risk Assessments and address continued transmission of HIV from mothers to their babies through delivery of the Mentor Mothers Model, EID tracking and clinic appointment tracking methodologies.
• Work with local clinics and community volunteers to support Treatment Literacy, ART retention and treatment adherence
• Establishment and facilitate linkages of PLHIV especially children, adolescents and youth to evidence-based peer led support interventions especially adolescents and youth living with HIV, including, Operation Triple Zero, CATS and support IPs to link PLHIV to DSD services including MMD and Decentralized Drug Distributions.
• Support roll out of trainings of IP OVC staff and community cadres on ART Guidelines including paediatric dolutegravir transitioning and tracking.
• Support MOHCC and communities to roll out interventions and linkages to improve development milestones for HEI and infants living with HIV
• facilitate and strengthen linkages to key prevention services for high risk adolescents and young people which include pre-exposure prophylaxis (PreP), Condoms, VMMC, STI treatments and other adolescent friendly SRH services.

Qualifications and Experience

A Public Health, health promotion, nursing degree with current registration with relevant practitioners’ council.
A post graduate qualification/Master’s Degree in Public Health, HIV Management, Health Services Management or related degree will be an added advantage
• At least 3 years’ experience in clinical management of HIV and TB/HIV at public health facility/ OI/ART clinics an added advantage
• Experience providing training, supportive supervision, technical assistance and capacity building in health facility and community settings; experience in quality improvement processes a plus. PEPFAR USAID OVC programming experience is an added advantage
• Understanding and experience using MoHCC data systems (ART registers, ANC, PMTCT registers)
• Strong experience working with children and families
• Demonstrated ability to work effectively with a range of stakeholders including government representatives, local community organizations, donors, and other stakeholders.
