Job Description

SAfAIDS is a non-profit human and social development focused organization; based in Zimbabwe. It has over 26 years of experience in the HIV, TB, SRHR, gender equality, social inclusion and human rights sectors; through implementing localized multiplex programs which respond to the development, well-being and health needs of children, adolescents and young people (in and out-of-school), women and men, key populations, PLHIV and other vulnerable and marginalized populations at national, district and community levels. SAfAIDS programs in Zimbabwe involve a multi-partner and sectoral composition of CSOs, community assets, development agencies, policy-making structures and social science/academic bodies; supported by an array of funding partners including Global Fund, EU, UNAIDS, UNESCO, UNFPA, PSI, Save the Children, Sweden, SDC and previously by USAID/PEPFAR. Its interventions support Ministry of Health and Child Care, Ministry of Primary and Secondary Education and NAC at national and local level.
SAfAIDS is seeking suitable candidates for key positions within an anticipated USAID/PEPFAR program in Zimbabwe. The program focus will be on prevention of new HIV infections among adolescent girls and young women (AGYW); through applying the Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS) approach. The position are contingent upon USAID funding and approval. The positions are for: Chief of Party (COP); Technical Director; Monitoring, Evaluation and Learning (MEL) Advisor; and Finance Management and Operations Manager. Recruitment of all the key positions is contingent on the successful award of the program; and the selection of final candidates is subject to approval by USAID, before and after the award.
Position Summary:
The Chief of Party (COP) is a critical position and requires an exceptional individual who can provide expert overall leadership, management and vision to the integrated program. The COP will have overall responsibility for coordination of all project activities and staff. S/he will have primary responsibility of serving as the key liaison with USAID, the Government of Zimbabwe, implementing partners, and other stakeholders. S/he will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills and relationships to fulfil the requirements of the program description.

Duties and Responsibilities

Key Responsibilities:
• Engagement of Donors, Stakeholders and the Community:
o Lead the program and act as the liaison between program staff and USAID leadership in Zimbabwe.
o Lead the development and maintenance of good relations between the program and key external institutions, including Government of Zimbabwe and other partner organizations
o Represent the program and serve as the primary liaison with local and national authorities, partner organizations, international organizations and donor agencies to raise program profile, facilitate resource sharing, and successfully coordinate stakeholders activities and influence policy debate on issues relating to malaria control and elimination
o Lead the engagement of, and champion the participation of, the community within the program

• Program Development and Management Oversight:
o Provide strategic leadership, and high-quality technical support, to the program
o Supervise and coordinate the planning and designing of sound program activities in line with program goals and strategic objectives
o Oversee and supervise development of sound program work-plans in line with MOHCC guidance and USAID country plans, and work-plan implementation with high degree of fidelity
o Champion high-level buy-in from stakeholders including MOHCC and other partners to ensure that the work plan activities are supported
o Provide high level oversight to program activities through regular meetings with program staff on issues that affect the program progress and quality, in close collaboration with USAID to ensure achievement of targets and deliverables.
o Oversee the implementation of work-plans, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfil donor requirements, through facilitating program reviews and data quality assessments, meetings, discussions with partners and key stakeholders
o Facilitate timely and efficient preparation and submission of program reports, best practices and evidence to USAID, MOHCC, other stakeholders, and regional and international platforms

• Strategic Information, Monitoring and Evaluation oversight
o Oversee the development of sound program monitoring plans for the program
o Oversee and supervise the development of the SIE strategy, work plan and budget for the program
o Oversee and supervise the SIE function to review, update and implement an improved data collection, aggregation, reporting, data analysis, and data use package for all levels of the health system to support program implementation
o Oversee that program knowledge and technical evidence is effectively generated, packaged, and disseminated for program learning and information, decision making and policy advocacy
o Oversee cutting edge operational research and documentation of the best practice for dissemination locally and internationally to create program visibility and recognition

• Financial and Operations Management Oversight and Control
o Oversee the development, monitoring and implementation of the program budget in line with USAID guidance to achieve program targets
o Champion the control of expenditure and the disbursement of resources is in accordance with established procedures and maintain the financial and legal integrity of the program
o Oversee the implementation of effective grant management and compliance systems that are consistent with USAID requirements, good practices and SAfAIDS policies
o Oversee the preparation and submission of complete and accurate financial reports and cash requests to USAID, guiding, supervising and supporting the finance function to prepare reports on time, review, approve and submit the reports to USAID
o Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration, development, and termination practice at all levels to ensure the optimum utilization and development of human resources, in line with SAfAIDS’ Recruitment and Human Resources Policies, and relevant legislation
o Catalyze building and maintaining a sense of unity within the program through articulating and sharing its vision, values, culture and goals to inspire and motivate the staff to be enthusiastic about their roles and responsibilities and responsive to donors, stakeholders, beneficiaries and the operating environment
o Coordinate regular reviews and update of SAfAIDS policies and ensure compliance to USAID rules and regulations as well as the national laws.

Qualifications and Experience

Qualifications and Experience required:
At a minimum, the COP may have the following qualifications and experience:
• Master’s degree in public health or other relevant degree related to project’s outcomes;
• At least 15 years of demonstrated successful leadership in managing large, complex, donor-funded programs within non-governmental organizations or private sector in a developing country context
• Previous experience as COP on a PEPFAR-funded project
• Demonstrated leadership in fostering successful partnership approaches and relationships among a variety of organizations/institutions including government, private sector, local NGOs, and community-based organizations
• Candidates must demonstrate recent, practical experience in managing large (at least $12 million annually) HIV/AIDS programs
• Demonstrated ability to communicate effectively orally and in writing; and
• Demonstrated ability to develop and maintain effective working relationships with senior level government officials, donors, and multilateral organizations
