Job Description

Job Purpose:
The position exists to regulate, license, certify and participate in setting safety standards for flight operations in the country in accordance with ICAO SARPS.

Duties and Responsibilities

Duties a nd responsibilities:
> Advising the Director, Flight Safety Standards on all issues pertaining to Safety Oversight activities in Fright Operations and Licensing.
> Ensuring the well-being of Operations staff in conducting their duties.
> Assisting in the interviewing of personnel for vacant posts in Licensing and Flight Operations.
> Initiating and establishing policies regarding the recruitment and training of the officers in the Flight Operations Inspectorate in collaboration with the Manager.
> Drafting of Safety procedures and standards in line with International requirements.
> Overall supervising all activities by flight operations inspectors in respect of the continuous safety oversight surveillance.
> Participating in all accident investigations and analysing all other accidents investigation reports carried out by inspectors.
> Ensuring that Aviation Regulations are adequately enforced by all stakeholders in the Country and solving queries from the Industry regarding procedures and safety standards.
> Close liaison with other Civil Aviation Authorities on issues of continuous safety oversight.
> Supervising of examinations set and marked by the Flight Operations Inspectors.
Ensuring compliance with ICAO standards and practices and Aviation Navigation Regulations by the industry.
> Attending Safety Oversight seminars and Regional meetings.
> Preparation of the Flight Operations and Licensing budgets.
• Approving all AOC Audit reports prepared by the Flight Operations Inspectors.
> Initiating the review of all scheduled fees in Licensing and Flight Operations sections.
> Assisting the Director Flight Safety Standards producing the action plan for the Flight Standards Division.
> Preparing of monthly report for Flight Operations and Licensing Sections.
> Preparation of appraisal reports for all Officers in Flight Operations and Licensing Sections.
> Reviewing and updating the Aviation Regulations and procedural manuals for Flight Safety for the operators in the industry.

Qualifications and Experience

> Participating in the development, implementation and maintenance of the ISO 9001 Quality Management System.
Minimum Hiring Standards:
Education:
> Air Transport Pilot Licence (ATPL)
a) At least 5000 hours Pilot in charge of transport aircraft.
b) Full instructor, instrument and examiners ratings.
> A degree in management
> Must have successfully completed the following
a) Aircraft Accident Investigation and Management certificate
b) Safety oversight Manager's certificate
c) Management development program
Experience:
> 12 years' experience in a CAA regulatory environment
Or
> 3 years' experience at Senior level in Flight Operations
Other Requirements/Competences:
> Must be a computer literate
> Excellent Leadership skills
> Must be conversant with relevant ICAO SARPs > Ability to work under minimum supervision.
> Good knowledge of aviation industry
> Excellent decision making skills
> High degree of confidentiality and impartiality > Ability to communicate effectively at all levels > State Safety Program or Integrated Safety
management system.
> ICAO USOAP Continuous Monitoring Approach (CMA) certificate or equivalent
